It was reported that in the afternoon of January 26, 2015, Chenzhou delegation held a meeting to deliver the spirit of the conference for principals and Party’s responsible cadres of all delegations. A temporary Party branch was set up and the leader & deputy leader were elected out accordingly. It mainly discussed the list of presidium and secretary-general (draft) and the agenda (draft). Xiang Lili- Secretary of Chenzhou Municipal Party Committee, Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the meeting. Zhong Benqiang- Director of Chenzhou Municipal People’s Congress Standing Committee hosted the meeting.

The fourth session of 12th Hunan Provincial People’s Congress was opened in the morning of January 27, 2015 and would be closed on February 1, 2015. During that period, Chenzhou delegation would deliberate some reports such as Hunan Provincial Government Working Report delivered on the congress.

The temporary Party branch was set up in the meeting. Xiang Lili was elected as the temporary secretary of the branch. Zhong Benqiang and Qu Hai were elected as the leader and deputy leader of Chenzhou delegation.

Xiang stated on the conference all representatives should concentrate on the congress in a full state of mind; should cherish the power entrusted by people; should bare high sense of responsibility to undertake the mission and attend the congress; should strictly observe the disciplines issued for the congress to ensure all work to be carried out well; should carefully deliberate the reports on consideration of Hunan provincial economic and social development and overall development; should present some suggestions on Chenzhou city’s view to indicate more Chenzhou elements; should perform according to the law and present series high quality and operational bills and suggestions to promote Hunan province and Chenzhou city’s economic and social development; should fully finish the election work; and should show Chenzhou delegation’s image to the whole province with sound status, especially the image of opening up and scientific development to contribute more to Hunan provincial economic and social development.
