In 2015, how will Chenzhou city implement the spirit of No. 1 file of central government and handle the agriculture and rural work? Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City carried out an investigation on these issues on February 4, 2015 and required that all departments should follow the requirements of No.1 file to promote reform and innovation, improve modern agriculture and construct beautiful rural area.

Qu visited Sanhe village of Huatang town, Beihu district and Xishui village of Zhenghe town, Guiyang county to check their work on retreatment of rural image, industrial development, construction of grass roots party organizations, and etc.

A symposium was held afterward. Qu Hai and some staffs who work on agricultural and rural issues from four administrative levels of municipal city, district (county), countryside (town) and village attended the symposium. Qu carefully listened to their comments and suggestions of the agricultural and rural issues.

Qu stated that in recent years, Chenzhou rural area kept a sound development trend that its industries became stronger, villages are more beautiful, villages atmosphere is better, villagers are wealthier and happier and the village level party’s organizations are with more powerful strength. The No.1 file issued by central government listed new requirements and targets on agricultural and rural issues under the New Normal. All departments should carefully study the file and reach consensus to promote the agricultural and rural work in 2015.
Qu required that new type of business entities should be cultivated to improve modern agriculture. The traditional agricultural development model handled out by family should be changed. The agriculture industry should be promoted with larger scale, green, features and brand and should be improved to be extravert type and branded agriculture. Modern agriculture and rural tourism should be promoted. The farmers’ ideas on market, civilization and opening up and their quality should be upgraded by promoting rural tourism. The melting of the primary, secondary and tertiary industries should be improved to promote the transformation and upgrading of industries, extend the agricultural industrial chain, upgrade the added value of agricultural products, improve the efficiency of agricultural industries and increase the income of farmers. The environment treatment should be well handled to improve the environment and sanitary condition and construct new rural area. The favorable policies and capitals issued for agricultural industries should be well implemented and the decentralization work should be further promoted. The rural governance should be enhanced to upgrade the farmers’ happiness indexes. The villages’party organization work and the publicity of village administration work should be promoted to play the best role of grass roots organizations and the pioneering role of party members. The rural social organizations’s roles should be well played to promote the harmonious society. New type of farmers should be cultivated and farmers’ professional skills should be well trained to upgrade the farmers’ quality and mobilize their positivity on new rural construction.

Qu also visited some old party members and some poverty-stricken people. He required that all departments should well handle the policies and measures to help the poverty-stricken people and ensure all of them to enjoy a happy Chinese New Year.
