A scheduling conference for Hunan Government’s “No. 1 key project”--comprehensive treatment of Cuijiang river, protection of Dongjiang Lake and the comprehensive treatment of Taojia river basin was held in Chenzhou city on February 5, 2015. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City required on the conference that all work should be preset and implemented at the soonest time to well handle the protection, treatment and rural drinking water safety work on Xiangjiang river (Chenzhou section).
In recent years, the “No. 1 key project”which includes protection of Dongjiang Lake and comprehensive treatment of Cuijiang river and Taojia river and rural drinking water safety work were achieved with sound results that Dongjiang Lake’s water quality was improved obviously, monitoring sections of Cuijiang river’s water quality was upgraded greatly and the exceeding of heavy metals were well controlled there, Taojiahe river’s surface ecological condition was improved, and tasks set by Hunan Provincial Government on the rural drinking water projects were fully finished.

Qu required that the projects construction should be given priority among all priorities, and should keep handling the work on ecological protection and treatment of Dongjiang lake, comprehensive ecological treatment of Cuijiang river’s Sanshiliuwan section and Taojia river, rural environmental protection, source control, and etc. Qu also stated that rural drinking water safety was not only a significant well-being project, but a political task as well.

Rural drinking water safety projects should be accelerated with sound projects progress, quality and enhanced operation to ensure all projects to be finished well for a long term running with good management and operation condition. Environmental supervision and enforcement should be handled out strictly to check and punish the illegal behaviors on environment issues, ensure no severe environmental safety accidents and ensure all fracture surface water quality to be qualified. The“thirteen five-year” planning on protection and treatment of Xiangjiang river (Chenzhou section) should be figured out scientifically by highlighting the key tasks, key fields and key projects and highlighting the reform and innovation to solve the substantial problems with the guidance of planning.

Qu emphasized that balance attention should be paid on specifying the entities, coordinating with all parties and enhancing implementation of responsibilities. Entity responsibilities, scheduling assessment, and working joint force should be enhanced and unified awareness should be set up to gather efforts of all parties to handle out the joint enforcement actions and joint administration work.
