It was reported that a leadership conference for transportation construction work was held in the morning of February 12, 2015 in Chenzhou city. It was mainly for summarizing three-year experience on transportation construction and deploying the upgrading of transportation. Xiang Lili- Secretary of Chenzhou Municipal Party Committee required on the conference that all departments should try best on the upgrading of transportation and fighting for establishing "upgraded version" of inter-provincial comprehensive transportation hub city.

On the three-year transportation construction, Chenzhou city hit many historic records on scale of transportation construction, traffic mileage, highway construction, investment of capitals, greening of roads, and etc. Local governments took active actions on the construction and helped to accelerate the melting speed. Currently, a great channel network of "five vertical and three horizontal" has been established in Chenzhou city. All counties of Chenzhou city have almost facilitated with expressways. Both half-an-hour and one-hour traffic economic circle have been established in Chenzhou urban area.

n 2014, 11.587billion yuan has been placed on transportation construction projects, covering 1/6 of the total amount of Hunan province. The main bodies of 15projects covered with 268kms long highways of "twelfth 5-year plan" have almost been finished. 110kms of the upgrading project of G107 national road have been completed. 541kms of rural roads also have been completed. 99.5% of the administrative villages have been facilitated with the roads. The preliminary work for Guilin, Linlian and Huangchang expressway were being promoted rapidly. The upgrading of the section of Leishui shipping lane was being proceeded to design stage.

2015-2020 is the key period for construction of well-off society and also the important period to reach the goal of Chenzhou city's take-off and establishment of international modern and opening city. Chenzhou Municipal Party Committee and Chenzhou Government decided that Chenzhou would carry out the upgrading of transportation construction.

After listening to the speeches delivered by all attendants, Xiang Lili said after 3-year hardworking on transportation construction, Chenzhou city's transportation condition has been changed greatly. The achievements on the transportation construction should be affirmed, it's experience should be well summarized, and the spirit on the construction process should be kept to promote the upgrading of transportation construction.

Xiang stated that the upgrading of transportation should be deeply carried out to establish the "upgraded version" of inter-provincial comprehensive transportation hub city. Balance attention should be placed on "construction, management, maintenance, and operation". On the process of transportation infrastructure construction, management, maintenance, and operation should be also paid more attention to play the best advantages of transportation construction. The integration of "railway, highway, airport and waterway" should be accelerated. The preparation work for Yongchengan railway, Jingyongchen railway, Chenzhou airport, inter-city light railway, and etc. should be accelerated to forge the comprehensive and three-dimensional transportation. The high standards as "convenient,safe, beautiful and clear" should be followed to promote the full safe coverage of maintenance of highways and waterways. Specified responsibility system should be well implemented on all departments.

Xiang also stated the reform spirit and market concept should be accelerated on promotion of the integration of urban and rural transportation. People-oriented concept and targets on overall development of urban and rural areas should be followed to upgrade the level of overall development.
