When reporters arrived at Qingshui village- a Hunan provincial sanitary village of Tangcun town, Jiahe county, they were impressed with the clean streets and clear river water of the village. Zhou Wenbing- Village Secretary of Qingshui village said proudly to the reporters that due to the improvement sanitary condition of the village, villagers’ sanitary awareness was upgraded greatly.

In recent years, Jiahe county followed the general concept of establishment of sanitary villages and towns to carry out the comprehensive treatment of rural environment and optimize local living condition. Different measures as training course for cadres of villages and towns, visiting tours to the demonstration villages, and etc. were carried out by Jiahe Sanitary office to positively propaganda the advantages of treatment of sanitary condition of urban and rural areas. The list of ineffective units and uncivilized behaviors concerned for the sanitary work was released as well. All measures helped to upgrade the sanitary awareness of the cadres and masses.

In order to solve the budget issues concerned for treatment of sanitary condition, Jiahe county covered those funds into financial budget. It added one million yuan more based on 10million yuan budget of last year. On the other hand, the county encouraged more social capitals to be placed on the projects by the way of rewards rather than investment. The great cross area of Guijia road and Jialan road were listed as the demonstration area of the treatment work. 16 villages of the areas were selected out as the demonstration villages, which was purposely to promote the treatment work with the demonstration roles played by the villages. In 2014, 20.80million yuan capitals were collected by the county and were placed on the infrastructure construction of demonstration villages. The work for hardening of 28kms roads, painting of 16,000square meters exterior walls, afforestation of 36,400 trees, installation of 1736 solar street lamps, and etc. were fulfilled on the county. Along with the infrastructure construction, 16 demonstration villages as Baijue village and Baibuling of Guangfa town, Shijiaotang village and Taiping village of Puman town, Xinmadi of Zhuquan town, and etc. were upgraded with totally new images and became the learning examples of other villages.

In recent years, 7700 latrine pits were demolished and 113 water closed latrines were facilitated in the county. 28 villages’ latrine pits were fully demolished. At the meantime, 168 village level small gardens were established. The lighting-up rate of administrative villages was up to 100%. 16 villages were successfully established as Hunan provincial sanitary villages and 41 ones were as Chenzhou municipal level, which ranked the first place of Chenzhou city.
