It was reported that the construction work for 12,300mu high-standard farmland has been completed in Hecangdong, Guiyang county recently. Once placed to operation, the production capacity of grain and flue cured tobacco can increase 1.17million kgs and 60,600kgs respectively per year, and the annual income for the 14,800 farmers who are in the project area can increase 1.50million yuan. It was recorded there are 58,000mu such kind of high-standard farmland available in Guiyang county.

In recent year, focused on the target of growth of agricultural efficiency and increase of farmers’income, and followed the ideas of “large-scale development, standardized management, and refine construction”Guiyang county tried great efforts on implementing the comprehensive development projects of agriculture and improving agricultural production condition. Concerned for the capital issues, Guiyang county carried out the joint investment mechanism of “government guidance, mass participation and department coordination”. About 50million yuan capitals were placed on the demonstration projects of high-standard farmland organized and implemented by Guiyang County Agricultural Development Office in recent three years. At the meantime, followed the principals of “overall planning, binding utilization, regular channel, stable application, and advantage complementary”, the capitals of land, water conservancy, tobacco and other departments were well integrated, which greatly helped to solve the narrow-neck problem of capital.

On the construction of high-standard farmland, Guiyang county handled out high level planning, high standard construction and strict management. Firstly, scientific planning was figured out based on basins and irrigation areas. All the projects were facilitated with refined general graph, sectional drawing of construction and preliminary budget. On the process of construction, all projects were followed with very high standards. Furthermore, some new methods and new engineering were improved and innovated on the process. In order to make sure all projects to be carried out with good quality, the monitoring work was handled out together by members of the project headquarters, supervision companies and the masses, so professional and mass supervision were placed on the projects.
