In the morning, Grandpa Chen and some elders were taking excises in an outdoor fitness square of Huize community, Beihu district. “The fitness facilities are installed in our community, so it is very convenient for us to taking excises there every day.” said Grandpa Chen. It was learned from Chenzhou Finance Bureau that on the process of establishment of sports city, it kept placing much more investment on the promotion of public sports facilities construction, which greatly helped to increase the coverage area of public sports facilities of Chenzhou city.

In 2012, Chenzhou Government firstly presented its goal of establishment of “sports city” in China. Followed the arrangement, Chenzhou Finance Bureau took active actions on exploring more investment methods on sports causes. It took priority for the budget, policy and allocation concerned for sports causes. In 2012, it covered 2yuan per capita mass sports cause and 5yuan per capita fitness facilities investment into the financial budget, which was the first city in Hunan province. It also established a special fund for establishment of “sports city”, which increased the funds from 5million yuan in 2012 to 8 million yuan in 2014. From 2012, financial expenditures placed on the sports causes was increased from27.60million yuan to 53.76million yuan, which was nearly doubled in the three years. All capitals places on the sports causes were accumulated to 5.186billion yuan, which was more than the total amount in last 10 years.

At the meantime, Chenzhou city figured out “Chenzhou city’s special planning for sports facilities”. It focused on the construction of “5 centers”( sports centers of eastern, western, northern, southern and central city), “5 bases” (fitness squares and facilities for river, lake, hill, park and courtyard), “3 paths”(60kms long fitness path of Chenzhou Avenue, 60kms long fitness path of Chenyongyi Avenue, and 45kms long fitness path of Luoma ancient path), some convenient fitness places, and county level sports stadiums, and placed great support on the construction of public sports facilities. It also carried out different measures of investment attraction, government purchase of services, PPP, and etc. to introduce more social capitals into the construction of sports facilities. It encouraged the departments and enterprises joined in and handled out some sports activities as well.

In three years, Chenzhou city constructed 11,000 public sports facilities, built series large-scale public sports places as Chenzhou Sports Center, Beihu Fiver Consecutive Champions Park, and etc., built “4 centers” except the western city sports center, newly built and reconstructed 6 county-level sports stadium, constructed 28 outdoor excise bases as 20kms fitness gallery base of Chenjiang river, 300kms Dongjiang lake cycling base, and etc. Over 80% of the administrative villages carried out the farmers fitness projects. 100% communities were facilitated with sports facilities. All parks and gardens of Chenzhou urban area were installed with the fitness facilities. 500meter fitness circle has been almost formed in Chenzhou urban area. The per capita sports fields increased from 1.08square meters in 2012 to 1.6square meters now.
