2015’s budget for water conservancy is 66.80million yuan

Recent, when reporters visited Leshui Dam of Shitouzhai village, Huangsha town, Yizhang county, a newly constructed channel helped to irrigate the tobacco fields, rice fields and vegetable bases of the banks. Leshui Dam was constructed in 1958 with 54.6kms long main and branch canals. 14,000mu fields of 4 towns and counties of Yizhang county were connected with this dam. It was enrolled into the list of maintenance projects of water conservancy of Chenzhou city in 2014. One million yuan water conservancy funds were allocated to the project by Chenzhou finance. Leshui Dam was revitalized by handling the maintenance and clearing work. All the villages facilitated with the main and branch canals were benefited with fresh water. The irrigation area of Leshui Dam became “happy dam” again.

In recent years, Chenzhou city well seized the chance of the first batch pilot of construction of national water ecological civilization city and carried out “three-year action of water conservancy construction”to promote water ecological civilization construction. In order to guarantee the investment of water conservancy construction, a special water conservancy construction funds was set by Chenzhou Municipal Party Committee and Chenzhou Government. From 2012-2014, 192million yuan water conservancy construction funds were allocated by Chenzhou finance. In 2015, another 66.80million yuan budgets were arranged for it. The supervision and management of the funds were strictly handled by Chenzhou finance, water conservancy and other relative departments. Followed the principal of “paying close attention on ecology, highlighting key points, supporting well-being and encouraging with policies” and focused on the water conservancy of fields, the relative departments ensured all the funds to be placed on the construction and maintenance of water conservancy projects, emergency flood control, scientific education, and etc. At the meantime, Chenzhou city well played the leverage role of water conservancy funds to find more financing methods and encourage more social capitals to join in the construction. It also listed some supporting funds for key counties of small-scale irrigation works and key water conservancy projects and encouraged them to obtain more capitals from upper level government. All 11 counties and districts of Chenzhou city carried out the construction of key counties of small-scale irrigation works with central finance in 6 batches. Farmers were encouraged to place investment on some water conservancy projects of small pools, small canals, and etc. 60million yuan funds were subsidized to some water conservancy projects, which greatly helped to mobilize people’d passion on the construction work.
