It was reported that the initial meeting for Hunan province’s pilot work of red line reform of ecology was held in Chenzhou city on June 4, 2015. Chenzhou city was confirmed as first “test plot” for red line reform of ecology in Hunan province. Zhang Wenxiong- Member of Hunan Provincial Party Committee and Secretary of Working Committee and Director of Management Committee of Changzhutan “two-oriented” test area required that Chenzhou city should promote the construction of red line reform and try to reach achievements sooner to provide the experiences and typical case study for Hunan provincial red line reform of ecology. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the conference.

Identifying the red line for the protection of ecology is one of the key contents for Hunan province’s deepening construction of two-oriented society and promotion of innovation of ecological civilization system. As the first pilot of ecological red line reform, Chenzhou city specified the regions of ecological protection red line as Yizhang county, Rucheng county, Guidong county and Zixing city where are surrounded in Dongjiang lake reservoir area.

Zhang stated that Chenzhou city should pay great attention on the pilot work. To carry out the pilot of reform of ecological red line system is not only a significant measure to implement central and Hunan provincial government’s decision on deepening reform, but also a significant measure for the promotion of ecological civilization system and maintenance of Hunan provincial ecological safety. The pilot reform work should be promoted orderly; should be followed the overall situation and highlighted with foresight of the pilot reform; and should be followed the overall consideration to handle the reform work systematically. Ecological red line should be identified scientifically, reasonably and beneficially; mechanism and system should be figured out comprehensively, systematically and scientifically; and series management and control system and favorable policies on industrial development, ecological compensation, and etc. should be established and perfected. The problems hindered on the way of promotion of pilot work should be faced and handled directly to ensure the stability of the pilot reform. The pilot work should be handled out well by balancing the protection and development, combining the scientificity and seriousness, identifying ecological range, figuring management system and coordinating with relative national and Hunan provincial program. The implementation work should be well handled to enhance the efficiency of the pilot reform. The red line should be settled indeed and the red line system should be strictly implemented by establishing relative targets, assessment solution and praise & punishment mechanism. At the meantime, accountability and enforcement work should be carried out as well.

Zhang emphasized that the pilot reform should be forcefully supported. The leadership should be enhanced that the subordinate departments of Hunan province should study and help to solve the problems hindered on the way of the promotion of pilot reform and should enhance the coordination of different departments. Chenzhou city should establish relative working institutions, figure out the implementation rules, organize and supervise relative work and enhance the coordination with relative subordinate departments of Hunan province. The three counties and one city should well undertake its responsibility of entity by establishing relative working institutions, providing supports on working staffs and funds, and specifying tasks. Responsibility system should be figured out as well that all the relative departments of Hunan province should enhance the planning and coordination and undertake relative responsibilities. Chenzhou city and the three counties and one city should fully promote the pilot reform by undertaking its entity responsibilities. The supervision and checking work should be well handled by handling the scheduling per month, preliminary summary per quarter and summary per year, and also handling some irregular inspection. The public opinion guidance should be enhanced to advocate more social forces joining in the protection of red line regions.

Qu Hai made a statement of position on the conference. Qu said Chenzhou city would follow the general requirements and arrangement figured out by Hunan province and follow the practical condition of Chenzhou city to accelerate the pilot reform of ecological red line system construction, try to set an example for this pilot reform and collecting more experiences on this work.
