In the afternoon of June 12,2015, Yi Pengfei- Secretary of Chenzhou Municipal Party Committee went to investigate the tobacco work of Chenzhou city after finishing the investigation in Guidong and Rucheng county. He required the sound development trend for the tobacco industry of Chenzhou city should be kept and fought for improving it to be developed stably and well.

Currently, the annual production capacity of Chenzhou city is one million loads of tobacco leaves, 2.20million loads of tobacco-redrying, and 0.4million cartons of cigarette. The employment problem for 20,000families and 40,000 people can be solved by the tobacco production.

During the investigation, Yi Pengfei checked the production details of tobacco leave, redrying and cigarette and also the tobacco leave projects.

An on-site working conference was held afterward. Yi Pengfei called on the principals of relative municipal subordinate departments and principals of tobacco enterprises to share their opinions face to face, and analyzed the problems hindered on the way of development of tobacco industry and the tobacco leave projects. The principals of relative municipal subordinate departments confirmed the solutions and time limits to solve the problems presented there.

Yi stated that tobacco industry is the leading industry and important tax source of Chenzhou city. In recent years, tobacco industry was improved soundly, stably and efficiently. Under current pressure of economic downturn, Chenzhou should keep the sound development trend of tobacco industry and play tobacco industry's leading role on sustainable development and stable increase.

Yi emphasized that more attention should be placed on the development of tobacco industry. It should be kept as the core power to keep stable increase and its important functions on promotion of investment and increase of tax sources and financial sources should be well played. All departments should follow the targets of "100-Li tobacco fields, 1-million loads tobacco, and 10-billion-yuan industry" to promote the upgrading of tobacco industry, and establish a stable industry which is helpful to increase people's income and obtain favorable national policies and capitals.

Yi required that more attention should be placed on the improvement of service and relative work. Better service should be provided on the basis of tobacco projects. Concerned for the projects which haven't been started, the preliminary work should be well handled to shorten the approval process and try to start it sooner. Concerned for the projects which have been started, the construction condition should be optimized and more supports should be placed on them to promote them to be finished sooner. The tobacco purchasing should be well handled to fulfill the annual task properly. More attention should be also placed on the supervision and guidance of tobacco purchasing to guarantee it with a sound condition. Elements supply should be guaranteed as well to provide power supply and some other elements supply for the purchasing and redrying work. Better guidance and service should be provided for the tobacco farmers on the processes of picking up tobacco and purchasing. Furthermore, the construction of logistic center for the tobacco industry should be enhanced to provide better supervision and enforcement work on the logistic process.

Yi said all departments should specify relative responsibilities to solve the problems. Following up and scheduling work should be well handled to guarantee the effects of the solutions figured out for the problems. Great efforts should be tried on providing the tobacco industry with sound condition for its sustainable development. Tobacco industry should be promoted more efficiently and sustainably with correct concept of ecological development, green development, and featured development.
