In the morning of June 18,2015, Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated the innovation and entrepreneurship parks of Jiahe county and Guiyang county. He required that "1555" working plan should be well handled as an important measure of keeping stable increase, important platform for innovation and entrepreneurship and key method of adjustment of structure.

Qu Hai led the principals of relative subordinate departments to visit the industrial parks of Jiahe and Guiyang county. In recent years, Jiahe county followed the idea of "four-focus"(focus on the Pearl River Delta, focus on industrial chain, focus on Jiahe people and focus on increasing point) to promote the specified investment attraction. Chenxin Autos and series enterprises were settled down in Jiahe county sucessfully and being developed well there. Guiyang county explored different methods to promote the construction of standard workshops and planned to build 600,000square meters standard shops in the two years and introduce 60 innovation and entrepreneurship companies to settle down there. Now all work were being promoted fluently.

Qu pointed out that all Chenzhou city should unify the idea, upgrade the awareness and seize the chance to implement "135" project of Hunan provincial innovation and entrepreneurship park and "1555" working plan of Chenzhou municipal innovation and entrepreneurship park; should accelerate the construction of standard workshop; should upgrade the investment attraction work; should accelerate the speed to cultivate some enterprises to be listed; and should try to gain new achievements on the improvement of innovation and entrepreneurship park.

Qu emphasized that the development plan of industrial park should be well handled by keeping the concept of "integration of production and city" to promote the regulated construction of industrial parks' infrastructures and reach the harmonious development of industry and city; industrial layout and characteristics should be well guided with planning to reach the dislocation development and supplementary development; the principals as concentrated utilization of land, energy saving and environment protection should be kept to promote the construction of standard workshops with favorable Hunan provincial policies; the project of "attracting county fellows to place investment in county construction" should be well implemented to introduce series innovation enterprises there and upgrade the real effects of investment attraction; "listing project" should be well implemented to guid the enterprises to be improved with the ideas of green, sustainable, low-carbon development, to follow the strategy of innovation-oriented development, to submit more patents, to upgrade the product quality, to cultivate more famous brands, to expand the proportion of market, and to be listed successfully.

Qu Hai required that special propaganda for "1555" working plan should be organized to popularize sound experiences and methods and provide sound condition for the development of innovation and entrepreneurship park. All governments should take active actions to support the parks' development as well.
