It was learned from Zixing Reform Office that according to "the reply to pilot work of improving peasant shareholding cooperative to grant the farmers with sharing right of collective assets" which was released by the State Ministry of Agriculture, the leading group office of central rural work and the State Forestry Ministry that Zixing city was selected as the national level pilot. It will mainly handle the pilot work of improving peasant shareholding cooperative to grant the farmers with sharing right of collective assets. It is one of the 29 pilots listed in the file and also the exclusive one from Hunan province.

The target set for the pilot is to explore more property rights for the farmers, clarify the property ownership, perfect different rights, activate the potentiality of the rural production elements, and establish new operation mechanism of rural collective economy suitable for the demands of market economy. The pilot work would start from 2015 to 2017 and focus on following three points. First, it should ensure the rights of members of rural collective economic organizations, especially on figuring the solutions to specify the identification of the members of the organizations; perfect the registration mechanism for members of rural collective economic organizations; ensure the contractual operation right of rural land, rural homestead right of use and collective income distribution right owned by the members and well implement the farmers' democratize management right of collective economy. Second, it should take active actions to improve farmers joint-stock cooperation; the reform of peasant shareholding cooperative should be based on practical condition; concerned for the resources properties as land, it should pay special attention on the issuing certificate of registration of contractual operation right to stabilize the rural contractual land relationship, and should try to explore more different models of joint-stock cooperation on the consideration of farmers' willingness; concerned for the operation property, it should clarify the ownership of the right to explore the joint-stock cooperation by specifying the stocks to members; concerned for the non-operation property, it should pay more attention on exploring the effective mechanism of collective unified operation to provide better public service to the members of the collective economy and residents of the communities.

Third, it should grant the farmers with the rights of ownership, income, payable cancelation, mortgage, insurance, and inheritance. It should carry out different pilot as ownership and income of collective property shares work based on different classification; should perfect management and distribution mechanism of the shares; should carry out the pilot work of payable cancelation and inheritance based on the consideration of members and specified conditions and procedures; should carry out the pilot work of mortgage and insurance based on relative management solutions.

In 2015, the pilot work has been carrying out in 25villages of 3 towns( sub-district) as Tangdong sub-district, Huangcao town and Dongping town. The work would be fully carried out in the whole Zixing city in 2016.
