Promoting coordination development of infrastructure construction and industrial development

Yi Pengfei- Secretary of Chenzhou Municipal Party Committee investigated Suxian and Beihu district to check their work on economic and social development and new rural construction. On the investigation, Yi stated that the leading role of industries should be highlighted and the concept of overall development of rural and urban areas should be kept to promote the coordination development of infrastructure construction and industrial development.

In the morning, Yi Pengfei visited the construction sites of Suxian districts' projects. The project of improvement of technology of Chenzhou Tobacco Plant had been proceeded to the land clearance and it can start the construction of main body of workshops in this November. The bonded warehouse of first phase of COSCO Hongguang Logistics had been placed to operation in this May and it was estimated to be finished in the end do this year. Tai'an Smart Stereo Garage can produce 15000 parking spaces. The total industrial output value was amounted to 320million yuan in the first five months of this year, 14.08million of which were for profits and tax payments. Along with the accelerated transformation and upgrading of industries, some national civilized villages, characteristic tourism villages and Hunan provincial beautiful villages were built in Suxian district.

In the afternoon, Yi Pengfei investigated some projects of Beihu district as Xiangnan Logistic Park, Chenzhou Railway Port, Wanhua Auto City, Xiangnan Machinery and Construction Material Market, Chenzhou Tobacco Leaves Re-dried Plant, and etc. Currently, Beihu commercial circle, Wuling square commercial circle, and some other commercial plates were formed in Beihu district. 5 urban complexes as Better Life New World and 5 professional markets as Xiangnan Market were being established rapidly. At the meantime, "five flowers" of new rural as Xiaobu, Tashui, Sanhe village, and etc. were constructed along Chenzhou Avenue.

During the investigation, Yi Pengfei stated that much more attention should be placed on the coordinated and overall development of urban and rural areas and on the coordinated development of infrastructure, environment and industry; current advantages on development environment and condition should be well played to promote the industrial development; more attention should be placed on construction of financial sources, increase of tax payments and people's income that balance attention should be placed on the expenditures and earnings to promote the coordinated development of infrastructure construction and industrial projects construction. More attention should be placed on highlighting the districts' advantages to highlight the features of industries and promote the sound development of economy and society.

Yi Pengfei listed following three requirements on new rural construction. First, it should follow the central governments requirements on "improvement of production, wealthier life, civilized rural life style, clean environment, and democratize management" to fully promote new rural construction and avoid mistakes. Second, it should highlight the functions of demonstration and guiding on the process of new rural construction to create series referential mechanisms and methods; should enhance the grassroots Party's organizations construction to leave permanent working groups there; should find some good ideas and ways suitable for the economic development of villages to support and guide the combination of new rural construction and market entities and upgrade their development capacities; and should select out and improve series good projects on the basis of practical conditions. Third, it should play the best entity role of grassroots Party organizations on new rural construction; should fully activate the organizations and people's passion; should enhance the entity responsibilities of the Party's committee of villages and towns to help increase people's income and upgrade the Party's gathering force accordingly.
