Liu Mingxin- Minister of Hunan Provincial Department of Transportation led a team to visit Chenzhou city from July 1- July 2, 2015 and investigate some projects as sea-railway combined transportation of the logistics park, non-parking overload control station, Zixing high definition overload control station. They also listened to the transportation working report delivered by Chenzhou city.

In recent years, Chenzhou city kept the concept of “transportation first” and carried three-year battle for transportation and three-year project for transportation. “Chenzhou mode”on overload control was promoted in Hunan province. Its general road condition was kept well and sound achievements on the greening of highways were reached there as well. It won the first prize of Hunan provincial annual assessment for the target management of transport development for three consecutive years. From the beginning of this year, except the wind-up project of Hunan provincial expressway, 2.5billion yuan has been finished in Chenzhou city on the great upgrading of transportation. Till now, the rate of overload and limit control has been decreased to 0.1% which is much lower than the first 86.49 and the excellent rate for the arterial highways is up to 94.6%. All the fixed overload control stations were facilitated with non-parking monitoring system, which helped to reach the seamless three-level net monitoring of municipal city, county and station (source enterprise).

After listening to the transportation working report delivered by Chenzhou city, Liu Mingxin highly affirmed Chenzhou city’s work on implementing Hunan provincial working conference of transportation, structure reform of transport management, comprehensive enforcement reform of transport, and etc. Liu stated that Chenzhou city should keep expanding the force on overload control by increasing more staffs and perfecting the enforcement platform construction, which was purposely to consolidate current achievements. At the meantime, it should pay more attention on the upgrading of security work to guarantee a safe condition to people and local economic development.
