In the morning of July 8, 2015, Yi Pengfei- Secretary of Chenzhou Municipal Party Committee investigated Chenzhou non-ferrous metal industry. Yi emphasized that it should stay firmly based on present situation to keep stable increase while looking ahead to the future to upgrade the quality, service and efficiency, which are purposely to ensure the sustainable development of non-ferrous metal industry.

Yi Pengfei and his team investigated Shizuyuan Non-ferrous Metal Company and Diamond Tungsten Products Co., Ltd. in Chenzhou High-tech Industrial Zone and held a symposium with the principals of the leading non-ferrous metal companies of Chenzhou city and principals of relative departments. On the symposium, Yi carefully analyzed the problems presented by the companies and discussed some solutions accordingly on-site.

Comparatively complete systems of selecting, smelting and processing have been shaped for the non-ferrous metal industry of Chenzhou city after years’ development. In 2013, the total output value of Chenzhou city’s non-ferrous metal industry was amounted to 101.6billion yuan. It was the industrial cluster which hit 100billion yuan firstly in Chenzhou city. Its total volume covered over 1/3 of the total scale industrial economy. Currently, there are 243 non-ferrous enterprises available in Chenzhou city, 24 of which are with the output value of over 1billion yuan. 28 non-ferrous metal enterprises of Chenzhou city were enrolled into the list of Hunan provincial top 50 non-ferrous metal enterprises.

From 2015, affected by the situation of macro economy, the development of non-ferrous metal industry is in the trend of slowing down on the basis of stability. From January to May, the non-ferrous metal industry was with an increase of 7.3% which was 6.7% lower than last year. Some enterprises were suffered from the problems of low price, increasing cost, financial strain, insufficient strength for development, and etc.

In order to further improve the sustainable and healthy development of Chenzhou city’s non-ferrous metal industry, Yi Pengfei stated that it should stay firmly based on present situation to keep stable increase. Currently, there are some temporary problems hindered on the way of the development of non-ferrous metal industry, so all departments should upgrade the service and support, such as further implementing the supporting solutions figured out by Chenzhou Municipal Party Committee and Chenzhou Government with enhanced supervision;and highlighting the key supporting points to solve the specific problems on financing, procedure, element support, and etc. on the basis of relative policies. All enterprises should pay balance attention on the interior management and expansion of market; should upgrade the efficiency by management and pay more attention on technological innovation to enhance the internal motive; should enhance the cooperation among enterprises to improve together, complement each other’s advantages, establish the industrial chain, and upgrade the capacity on stable increase; and should expand the channels of financing by handling different models and measures to accelerate their development.

Yi emphasizes it should looking ahead to the future to upgrade the quality; should intensify the technological innovation, place more investments on technological innovation, and upgrade the effective utilization of resources and enterprises’ efficiency; should further expand the industrial chain by granting more favorable policies to introduce more strategic partners, guide the resource allocation and increase the added value; should ensure the development of non-ferrous industry to be promoted together with the protection of ecological environment and ensure the sustainable development by paying more efforts on energy saving and emission reduction, protecting green environment and upgrading the development quality.
