In the afternoon of July 13, 2015, a TV review conference for upgrading of transportation & 150-day transportation construction was held by Chenzhou Municipal Party Committee and Chenzhou Government. It was required that the upgrading of transportation should be accelerated based on confirmed solution. Yi Pengfei- Secretary of Chenzhou Municipal Party Committee delivered an important speech on the conference. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.
Before the opening of the conference, the attendees watched the TV review film for upgrading of transportation. From the beginning of 2015, the projects construction was being promoted actively in Chenzhou city, but because some negative factors on weather, preliminary work, investment attraction, and etc., the total investment finished in first 6 months of 2015 was just amounted to 2.611billion yuan which was just 26.11% of annual task, failing to meet “2233” investment percentage target set for the four quarters.

Yi Pengfei emphasized that the upgrading of transportation should be promoted forcefully to ensure all preset targets to be fulfilled. Currently, though some achievements were reached on the upgrading of transportation, some problems as lacking of service development and well-being service, weak determination for some cadres, and etc. were still hindered on the way of the further promotion. In next stage, more efforts should be placed on the upgrading of transportation to upgrade the quality of transportation construction and transportation service development.

Yi Pengfei stated that the awareness should be upgraded to accelerate the upgrading of transportation. The ideas such as the promotion of transportation means seizing chances, means promotion of development and improvement of well-being should be set up to seize the chances and accelerate the development, take the best advantages of transportation construction on improving development and well-being, accelerate the construction of rural road net, upgrade the public transportation condition, and etc. 

Yi stated that the upgrading of transportation should be promoted practically. Scientific construction should be followed to pay more attention on the scientific design of transportation plan, and compatibility and coordination of transportation construction; delicacy management should be kept to handle out more measures and reform; industrialization development should be kept to pay more efforts on the transportation development which can be coordinate with local economic development level, local government strength, and industrial development especially the transportation logistics development.

Yi emphasized that more efforts should be tried on the upgrading of transportation. More powerful leadership should be placed on the work. The secretaries of counties and districts party committees and the main principals of the sub-ordinate departments should take the commands personally to handle the promotion, scheduling, monitoring, and other work to ensure all tasks to be fulfilled on time with good quality.

Qu Hai stated that all tasks should be fulfilled based on practical condition. The ideas should be unified to place transportation construction as the major work; more efforts should be tried on solving the key problems; the awareness of responsibility should be enhanced; and more attention should be placed on assessment, promotion of projects, optimization of construction condition, and etc. It should be planned for long-run to upgrade the advantages of location. One plan (“development plan for 13th five-year transportation construction” should be figured out; two key points ( rural transportation construction and urban city public transportation construction) should be highlighted; three projects should be well handled ( railway projects, expressway projects and airport projects); four transportations should be carried out ( comprehensive transportation, smart transportation, green transportation, and safe transportation). More innovative mechanisms should be worked out and combination of construction and operation should be kept. The overload control work should be handled forcefully; regulation and control for the motorcycle in urban area should be enhanced; and management and comprehensive treatment for the passenger transportation should be handled by law.

Zhang Aiguo- Member of Chenzhou Municipal Party Committee Standing Committee and Deputy Mayor of Chenzhou City read “150-day labor emulation solution for the projects construction of upgrading of transportation” and presented the mobilization and allocation of the emulation accordingly. The principals of counties and districts of Chenzhou city made statements there.
