In recent years, in order to meet people’s demands on spiritual culture, Chenzhou finance departments placed great attention on the cultural undertakings to guide and support the cultural activities, which effectively promoted the flourish of mass culture. In recent two years. 1.08billion yuan were expended on culture, sports and media by Chenzhou finance.

From 2013, concerned for the perfection of cultural facilities, Chenzhou finance supported the construction of series cultural facilities as Chenzhou Culture and Art Center, and etc; placed 38.33million yuan on TV project for 82,858 rural families which were without TV and radio programs; placed 40.40million yuan on the promotion of radio project in all villages of Chenzhou city; and placed 13million yuan special funds on the establishment of “sports city” which helped to finish 417 rural fitness projects and fitness roads and build or reconstruct 33 high standard lighting basketball courts in central urban area and some communities.

Assisted with the financial funds, the activities of cultural performances were highly promoted. From 2013, Chenzhou finance placed 16million yuan as the guiding capitals for culture industry which helped to support series major cultural industry projects. 5million yuan was specialized for the utilization of handling mass cultural performances. “Cultural Chenzhou, people’s stage”, “culture going to park”, “citizens’ great stage” and some other mass cultural activities were being operated in many communities and industries, which became famous mass cultural brands of Chenzhou city. 3.18million yuan supporting funds were allocated to deliver different spiritual culture to the masses as drama performance, films, and etc. Three times of “dating with Chenzhou” Kunqu opera performance, and China Rally Championship, China (Chenzhou) International Women's Volleyball Tournament, Four Women's Basketball Teams Tournament, Tour of China International Road Cycling Race (Chenzhou Jiahe stop), Rucheng China Rally Championship, and some other national and international sports events were held successfully in Chenzhou city, which granted Chenzhou people with top-level cultural events.
