It was learned from Yongxing Forestry Bureau that in order to solve the problem of authorization for the qualitative personnel on the process of reform of the state-owned forestry farm, Yongxing county took active actions to innovate new modes and carried out a new mode of “45+X” which helped to fully promote the reform of Aitangpu state-owned forest farm.

There are 2.04million mu forest lands with 2.94million cubic meters accumulation of forest available in Yongxing county. Its forest coverage is 67.97%. Aitangpu state-owned forest farm is the exclusive state-owned forest farm of the county. The total operation areas of the farm are 61,000mu. 95 of the total 201 staffs are on their duties, while 106 are retired.

It was introduced that according to some conferences held by Joint Committee of Party and Administration, Board of Managing Directors of Yongxing Government, leadership group of the reform of state-owned forest farm, and etc, Aitangpu state-owned forest was characterized as a public institution which was managed by Yongxing Forestry Bureau. It is mainly in charge of the cultivation and protection of forest. 37 staffs were enrolled into authorization personnel, 13 of whom are for the office and other 24 are for the 5 working areas. In order to ensure the reform to be handled out stably, the staffs of the forest farm would be fully enrolled into “45+X”list, then would be deducted to 37 gradually followed the principal of “all out without in”.
Currently, the registration certificate of full government funding unit was issued to Aitangpu state-owned forest farm by Yongxing Public Institution Authority and its reform work was being carried out orderly.
