It was reported that Yi Pengfei- Secretary of Chenzhou Municipal Party Committee hosted the investigation symposium on August 25, 2015 to investigate the transformation development of urban construction development. Yi emphasized all relative departments should follow the basic requirements of “resolving debt, transformation, and efficiency” to promote Chenzhou Urban Construction Investment to be transformed to be real market entity by changing ideas, mechanisms and operation modes.

In recent years, Chenzhou Urban Construction Investment well played its role as forerunner of financing reform, main force of urban construction and trader of urban operation that it under took 92 infrastructure projects, covered 28.6billion yuan estimate investment, introduced 13.2billion yuan contract funds; it also finished 12,000mu planned land banking and 4,437mu land entity reserve, sold 2,120mu lands accounting to 2.17billion yuan; it was with sound assets operation that its productive assets was amounted to 5 billion yuan. Till the end of 2014, the total assets of Chenzhou Urban Construction Investment was 30billion yuan, including net assets of 20billion yuan, which enabled it to be enrolled into the list of top 100 urban construction investment of China.

On the conference, the attendees mainly studied some concrete issues as construction of development funds of the State Development Bank, financial lease, reconstruction shantytowns, expansion of Chenzhou Xi station of Wuhan-Guangzhou high speed train, solution for large class in urban schools, and etc.

After listening to the speeches delivered by the attendees, Yi Pengfei highly affirmed the results reached by Chenzhou Urban Construction Investment and its great efforts tried on the urban construction. Yi said followed the powerful leadership of Chenzhou Municipal Party Committee and Chenzhou Government, Chenzhou Urban Construction Investment played the best advantages of the financing platform of government, which greatly helped to promote city upgrading. Great achievements were gained on Chenzhou city’s urban construction that the city image was greatly changed, people’s living condition was being kept optimized and Chenzhou city was enrolled into the list of most happy cities of China.

Concerned for the promotion of continuous development of Chenzhou Urban Construction Investment, Yi Pengfei emphasized that the key point was to follow the basic requirements of “resolving debt, transformation, and efficiency”to promote its transformation development. Resolving debt is the premise, transformation is the core, and efficiency is the purpose. It should follow the ideas and measures of transformation to resolve debts and reach better efficiency. First, the ideas should be transformed that the single debt construction should be transformed to innovative debt development; government-support debt resolving should be transformed to reach self-development by development; and Chenzhou Urban Construction Investment should be transformed to be real market entity by de-administration and de-bureaucratization. Second, the mechanism should be transformed that more efforts should be placed on the financing innovation to accelerate capitalization and securitization, innovate operation mechanism, and form investment and financing entities of substantialization operation. The operation should be transformed from department & enterprises to market substantialization operation and the personnel administration should be innovated to introduce more professional talents, reform the incentive mechanism, and break the obstacles of development. Third, the management and development mode should be transformed to change the single construction to the development of profitable projects.

Yi emphasized that it should well control the entry point for the transformation and promote the effective and stable reform and development of urban construction investment. The reconstruction of shantytowns should be well promoted by seizing the chance, handling scientific management, accelerating the development and well carrying out the well-being projects construction. PPP cooperation should be further deepened to upgrade the real effects of city management and the development and operation of government capitals and resources should be well handled to upgrade its effects.

Yi required that all relative departments should try all the best to support the transformation of urban construction investment and help to create the conditions to enhance support capacity. The operation capitals of the administrative department should be vitalized to be integrated with urban construction investment; the public franchise projects should be conferred to urban construction investment by law and regulation; the operation innovation handled out by urban construction investment should be supported to encourage it to play the best advantages of major city infrastructures; more attention should be placed on the construction of the cadre team of urban construction investment to enhance the introduction and cultivation of professional talents and enhance the working style construction.
