It was learned from Rucheng Development and Reform Bureau that Hunan Provincial Development and Reform Commission allocated 3.8million yuan to Rucheng county for its restoration and reconstruction after suffering the flood on July 4, 2015. The funds were mainly used to the infrastructure and public facilities construction. It was introduced that the amount obtained by Rucheng county was ranked the third place after Linxiang -Jiangyong and Taoyuan.

35million yuan central budget investment was issued to Hunan province for its restoration and reconstruction after disasters by the State Development and Reform Commission, which was required to be placed specially on the restoration and reconstruction after flood, especially for the traffic and water conservancy infrastructures. Furthermore, 30million yuan was allocated from Hunan provincial budget infrastructure construction investment. The total 65million yuan was issued to the 46 counties (cities and districts) which lost over 50million yuan by the flood from this January to July based on the records of Hunan Flood Control and Drought Relief Command Department.

It was reported that on this July 4, Rucheng county suffered the extraordinary rainstorm with largest rainfall intensity and most concentrated rate among last 20 years. 6 stations were recorded with the precipitation of over 50mm. The central village of Sanjiangkou town was even up to 237.1mm. Because of the long time heavy rainfall, some towns and villages of Rucheng county were suffered from flood, mud-rock flow, landslide, and etc., which badly destroyed the infrastructures of transportation, tourism, water conservancy, power, forestry, education, and etc. Some places were even blocked by the damage of roads and were suffered from the outage of electricity, water, communication, and etc. All of those badly affected people’s life and safety. According to the rough estimation, it caused a direct economic loss of 898million yuan to Rucheng county. Some key projects were severely destroyed by the flood, especially for G106, Wenying-Sanjiangkou section of S353, Sanjiangkou-Reshui highway, Sanjiangkou- Xiaonichong highway, and some village roads. The infrastructures of Jiulongjiang National Forest Park, Sanjiangkou Yao Minority Style Street and some other projects were badly damaged. It would be greatly helpful to handle the restoration and reconstruction work once all the funds were paid-in.
