It was reported that the 2015 second plenary session of Chenzhou Urban-rural Planning Committee was held on August 28, 2015. It mainly discussed the work on exploitation and construction of old city, drainage of urban area and construction of sponge city, construction of comprehensive pipe gallery and reconstruction of rural dangerous buildings. Yi Pengfei- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City were present at the conference and delivered speeches there.

It discussed the exploitation and construction of old city on the conference. Concerned for the problems that both population density and environment capacity of old city were exceed the planning target, comprehensive undertaking capacity was insufficient, traffic jam and lacking of parking lot were becoming serious, and etc., Chenzhou planning departments presented some suggestions as strict space control, designated exclusion area and limit area, strict project approval, relieving of old city function and population, improvement of traffic facilities, guidance of policy, and etc.

It also stated on the conference that much more attention should be placed on the serious reality of old city to enhance planning control based on the functional orientation of exclusion area and limit area and decrease the population density of old city; the policies and measures should be further refined by collecting more suggestion to highlight their guidance and operability and ensure the effectiveness; the layout of city space should be optimized by upgrading the old city and perfecting the supporting functions of new city.

The planning for drainage of urban area and construction of sponge city were principally approved on the conference. In order to solve ponding, waterlogging, and other problems for some urban areas in the heavy rain, Chenzhou city would accelerate the construction of sponge city by implementing rain sewage diversion, dividing drainage division areas, perfecting the drainage system of urban area, carrying out maintenance of drainage facilities of urban area and construction of flood interrupting drench, renovating flood discharge channels, promoting the construction of sponge city pilot, and etc.

It stated on the conference that “discharging” and “impounding” should be handled out comprehensively, especially on solving the drainage and water storage problems of old city; the technical requirements should be followed to scientifically promote the construction of real “sponge city” ; the State Council’s instructions on the construction of sponge city should be well implemented to promote the pilot work on the basis of Chenzhou city’s practical situation and improve the city’s comprehensive undertaking capacity.

The special plan for the construction of urban comprehensive pipe gallery was approved on the conference. In order to promote the comprehensive utilization of underground space resource of city and ensure the safe operation of underground pipes, Chenzhou city launched the construction of comprehensive pipe gallery. According to the preliminary planning design, the principal line rectangular pipe gallery is about 3.8meters high and 6.6meters long, and the round pipe gallery is with 5.5meters diameter. It is with the functions of communication, electricity, water supply, drainage (rainwater, sewage), and etc. Generally speaking, the arterial pipe galleries are furnished along with the arterial roads of the city.

It pointed out on the conference that all departments should work together to promote construction of comprehensive pipe gallery; the standards on the construction of comprehensive pipe gallery should be regulated; the construction of comprehensive pipe gallery should be coordinated with former pipes and networks to save the cost; the operation, maintenance and service of pipe gallery should be well studied to make both ends meet; and the preliminary work should promoted to ensure it to be started sooner.

It also studied the special planning solution on the promotion of reconstruction of rural dangerous buildings along Chenzhou section of Wuhan-Guangzhou high speed train. Yongxing county, Suxian district, Beihu district and Yizhang county were covered into the plan. It is about 87.8kms long. Some villages along G107 road which are connected with the high speed train were enrolled into the plan as well. According to the plan, all villages should try their best to meet the target of “solving the problem dangerous houses fundamentally, regulating the rural housing, facilitating with supporting accessories, keeping clean environment, and covering with characteristic features”.

It stated that the reconstruction of dangerous buildings along Wuhan-Guangzhou high speed train should be combined together with the construction of beautiful villages to highlight the style of south Hunan dwellings; the development of rural industry, infrastructure, and etc. should be comprehensively considered to highlight the features of south Hunan dwellings and forge the beautiful villages with Chenzhou characteristics; should be obtained with more policy supports to regulate relative solutions and accelerate the implementation; and should be combined together with the retreatment of rural environment by highlighting the protection of environmental protection and handling strict check and approval of utilization of lands to ensure the overall effects.

Some municipal leaders of Chenzhou city and principals of relative subordinate departments and counties and districts of Chenzhou city attended the conference.
