It was reported that a 7-expert examination team of Hunan provincial water-saving city investigated Chenzhou city from September 17-18, 2015 to check its establishment work. All the experts considered that Chenzhou city basically met the evaluation standards of Hunan provincial water-saving city after watching the videos, listening to the reports, checking the data and visiting some sites and agreed to evaluate it as Hunan provincial water-saving city.

Chenzhou city launched the establishment work from 2013. Focused on the evaluation indexes for Hunan provincial water-saving city, it carried out the establishment work gradually on the basis of specific plans. Some measures as “green city project” & green shade action, popularization and reconstruction of water-saving appliances, water balance test, construction of urban water supply and sewage facilities, utilization of rain, and etc. were carried out by Chenzhou city, which greatly helped to improve Chenzhou city’s water environment, water-saving facilities and water-saving management.

On the feedback conference which was held in the afternoon of September 18, 2015, all the experts evaluated that the regulations for the establishment of Hunan provincial water-saving city are perfect, the water-saving institutions are well organized, the water-saving statistic mechanism is well established, the special fund for water-saving projects is set there, the establishment activities are being fully carried out, and all establishment work basically meet the relative demands. The total score for the foundational management indexes and technical examination is 91. All the team members agreed to evaluate Chenzhou city to be Hunan provincial water-saving city.

The team members presented their guiding suggestions on some problems of establishment work and required Chenzhou city to accelerate the speed on formation, evaluation and approval of the water-saving plan. Some regulations for water-saving which were just issued were lacking of the proof of their effects and some smelting enterprises should pay closer attention on pollution control.
