The purchasing of early rice has been finished in Chenzhou city till now. 0.106million tons were purchased, 68,200tons of which were purchased by the state grain collection and storage enterprises (39,400tons were purchased by the minimum purchasing price). The quality of grain is better than earlier years. The purchasing work highly protected the profit of farmers.
The selling price for the direct grain sellers was 135-138yuan/50kgs which was 7yuan higher than last year, while for the agent was 130-132yuan/50kgs which was 3yuan higher. All the purchasing work was strictly followed the quality standards that the water content was 13.5% lower than international level and the dirt percentage and yellow-color rice rate was lower than 1%. Because of the high price, farmers were active to sell the grains, and then the speed of rotate reserve was faster than earlier years. During the period, the purchasing work was promoted well that no illegal behaviors happened.
It was introduced by the principal of the grain department that the vitality of the purchasing of early rice was reappeared. At the meantime, the purchasing market was almost activated that the main body was changed to multiple bodies from the state-owned enterprises only. Chenzhou city also took active actions to carry out some measures as “building platform, emphasizing quality, establishing brand, and activating market” to enhance the confidence of the operators, provide better condition for them, build purchasing platform and help them to solve the problems. During the purchasing period, the main bodies of the market worked actively with the merchants of other provinces to purchase and transport the new grains. Some agents collected the grains by visiting the farmers which greatly helped the farmers to sell the grains. Some processing enterprises also joined in the purchasing work. The state-owned grain enterprises took the best advantages of policies, which greatly helped to protect the profit of the farmers. According to preliminary statistics, more than 30,000tons of new grains were delivered to other provinces during that period.
