It was learned from Zixing Water Conservancy Bureau that an inspection and acceptance committee which was consisted of Hunan Water Conservancy Ministry, Hunan Reform and some other departments inspected the construction of Zixing city’s “12th five-year plan” hydroelectric rural electrification on October 9, 2015. As considered by the inspection team, Zixing city reached remarkable economic, social and ecological effects on the construction and it well met the indexes and requirements of electrification set by Ministry of Water Resources, so the team passed the approval to Zixing city. Zixing city became the first city of Chenzhou city which verified by “12th five-year plan” hydroelectric rural electrification.

From 2011 when it launched the construction of “12th five-year plan” hydroelectric rural electrification, Zixing city paid great attention to the construction work. Followed the concept of “water control” and “improvement of electricity”, it carried out the administration mechanism of “government organization, government cooperation, society participation” to enhance the leadership and collect funds, which helped it to over-fulfill the construction work.

In order to ensure the construction work to be fulfilled fluently, Zixing city enhanced the leadership by setting up the leading group of hydroelectricity rural electrification and leader group of small hydro power station for fuel project; figured out the planning scientifically as compiling 2011-2012 hydroelectricity rural electrification plan and implementation plan for “12th five-year plan” hydroelectric rural electrification; encouraged farmers to join in the construction of power station and supply power nearby which helped to provide better electricity price; and improved some typical samples as Chengjiangkou and Liyujiang hydropower station to be the first batch of national green small hydropower pilot and helped them to pass the on-site review of experts group of Ministry of Water Resources International Small Hydropower Center. In recent 5 years. 184million yuan social capitals were collected by Zixing city, which greatly helped to promote its construction of hydroelectric rural electrification.
