It was learned from Wuling village New Rural Cooperative Medical System Office of Yizhang county that the targets preset for 2016 NCRS has been over-fulfilled by it, ranking the first place of Yizhang county. Till now, 3.4629million yuan has been collected, covering 29,956people (including 256 disabled, 108 five-guarantees families, 623 one-child families or two-girl families, and 112 veterans with special care) with a participation rate of 97.51%.

Wuling county launched the capital collection of 2016 NCMS from this September. Its county party committee and government paid great attention on it and promoted it as one of the key well-being projects. It adjusted and enriched the leadership group for the capital collection group, figured out specified implementation solution, and held special meeting for it, which helped to dispatch the collection work comprehensively with specified targets, time schedule and specific measures. In order to specify the responsibility, “three responsible groups” mechanism were set for it that to take charge of specific areas, villages and groups respectively. The targets of 29,000 participation people were resolved for all county cadres and were considered as one of the indexes of their annual assessment. Strict supervision and incentive mechanism were carried out accordingly.

At the meantime, in order to grant all the masses to be favored with the national policies and to be well known the purpose and significance of the increase of fees to be 120yuan/person/year, the cadres of towns and villages were organized to visit local people and propaganda relative policies to them. Due to their excellent work, many people were guided to join in the NCMS.
