Recently, Guiyang county obtained 150million yuan special construction funds for fitness service center, Taoyuan water reservoir, and training facilities for vocational institutes. According to the data released by Guiyang Development and Reform Bureau that till the end of this October, 1.08billion yuan funds have been collected by 136 projects of 44 units, accounting for 67.5% annual task with an increase of 31.7%.

In recent years, Guiyang county enhanced the packaging work of preliminary stage by establishing and perfecting three joint mechanisms as scheduling of preliminary work, guarantee of funds and coordination of departments, figuring out annual plan for preliminary work, and establishing project library scientifically, then it allocated relative funds for carrying out the preliminary work as planning, environmental protection, land, and etc. At the meantime, it enhanced the coordination among departments and formed powerful forces to obtain capitals. Furthermore, site selection, preliminary review of lands, environment assessment, and some other work were well handled beforehand to ensure all preliminary work to be fulfilled on time with good quality.

In 2015, Guiyang county held some special conferences to analyze central government and Hunan provincial government’s policies and study the work of obtaining capitals from upper level governments, focusing on urban infrastructures, “three-rural” construction, key infrastructures, social events, energy saving, environmental protection and ecological construction, innovation and adjustment of structure. It well seized the chance of enrolling into the plan of “national support for the development of former soviet area of Hunan province” to establish Chonglingjiang national demonstration of ecological civilization, national demonstration county of circular economy, national demonstration county of green energy, and etc., obtain the project of Huangshaping dependent mine, and establish capital platform.
