As you we can see from Chenzhou city’s work handled out during “12th five-year plan”, besides the improvement of its economy, people’s living condition was improved greatly as well.

In last 5 years, Chenzhou Municipal Party Committee and Chenzhou Government placed great efforts on improving people’s well-being condition, such as public service, rural area, grass roots area, poverty stricken people, and etc. According to the record, 70% of regional fiscal expenditures were spent on well-being projects, which fully indicated the synchronous progress of economic construction and social events.

Fundamentally speaking, to improve well-being condition is to get rid of poverty and become better off thoroughly. During “12th five-year plan”, Chenzhou city well implemented the accurate poverty alleviation by handing different measures, which highly enhanced people’s confidence on improving life and helped 313,000 people to get rid of poverty.

Because the decrease of numbers of poverty stricken people, people’s income was kept increasing stably. Income of urban and rural residents hit 25,629yuan and 11865yuan respectively in 2015, up 10.8% and 17.9% annually.

Due to the remote location and mountainous condition, Jigongtan village of Pinghe town, Yizhang county was used to be a well-known poverty stricken village. But assisted with different favorable policies, it was facilitated with concrete roads. At the meantime, some professional cooperatives were established along with registering brands, which helped to sell the processing sweet potatoes with good price and improve it to be a main economic industry of the village. The Chinese New Year is coming, and the 15yuan/kg dried sweet potatoes have been almost sold out. Most of the villagers got rid of poverty, and some were even rich enough to buy cars and build new houses.

When the reporters arrived at Xiaojiachong Primary School, some pupils were studying hard and playing games happily there. “Our school is new and beautiful.” New school, sound greening work, and perfect facilities, all of those made the children like it very much and indicated the great changes of well-being condition with the help of government. In order to relieve the pressure of urban compulsory education, Chenzhou city paid great attention on the expansion and upgrading the schools of urban area. In the September semester of 2015, 4 new schools were covered into the enrollment plan of urban area, which helped to provide the children with better growing condition.
These two cases are two typical shots for Chenzhou city’s improvement of well-being condition during “12th five-year plan”.

There are great achievements gained by Chenzhou city during “12th five-year plan”: it was enrolled into “the happiest cities of China”; it ranked the first place of Hunan province on comprehensive polls; it was listed as “50 oxygen bar cities of China”; and etc.

We can tell the differences from people’s daily life as catering, clothing, accommodation, and transportation. New achievements on well-being are being reached by Chenzhou city continuously.

Social security is more powerful and better job condition is available there that supporting of employment, technical training, social insurance, salary guarantee, and etc. enable the social security net of Chenzhou city bigger and stronger.
Till now, 5.4million people joined in social insurance system; the total fund raising revenue was amounted to 19.67billion yuan; and treatment expenditures were 22.38billion yuan, the discharging rate of which kept 100%. Chenzhou city handled out the pilot work of overall urban-rural medical insurance and critical illness insurance firstly in Hunan province, which enabled urban employees to settle the medical payment in other places of Hunan province and helped to establish unified system of urban-rural residents’ basic endowment insurance. Currently, all land-losing farmers who should cover into social security system have been fully covered and industrial injury insurance of construction industry has been with full coverage as well.

Series favorable policies as lowering the standards of entrepreneurship, providing financial support and training of entrepreneurship, building incubator of entrepreneurship, constructing platform for internet entrepreneurship and employment, encouraging the enterprises to hire people come back hometowns, and etc. were settled down in Chenzhou city. During “12th five-year plan”, 326,000 urban employees and 252,000 rural transformed labor forces were available in Chenzhou city, and the registered unemployment rate was less than 4%. 500,000 people learned one skill by taking employment training, and 135,000 people were qualified with relative professional certificate. The security payment system for migrant workers salary was being kept promoted from 2013. Now the total amount was hit 70million yuan, which helped to establish the linkage mechanism and accountability mechanism for debt-clearing departments of migrant workers salary and ensured all migrant workers’ salary to be paid on time. Chenzhou city was established to be “advanced entrepreneurship city of China” successfully.

The living security is better that all civil affairs and well-being security were fully upgraded and the construction of social assistance and elderly care service were improved greatly.

The bottom line security work as urban & rural minimum living standard and medical assistance are powerful. Till now, 120,300 people are covered into urban minimum living standard security system with an average standard of 332.5yuan, while 240,200 people are covered into rural minimum living standard security system with an average standard of 171yuan. 658million yuan capitals of the minimum living standard security have been issued by Chenzhou city. Urban and rural medical assistance have been integrated that over 400,000 people have been favored with the system and 79.93million yuan assistance capitals have been expended on the work. The annual feeding standard for rural five guarantees is up to 2900yuan/person-year. The verification system for the applicants of assistance was being improved better, which helped to ensure sufficient coverage of the assistance under dynamic management.

The cultural civilization is improved greatly as well that people are benefited with the sound study atmosphere, civilized rural custom, and healthy rural culture.

The cultural facilities are being improved continuously that the public cultural facilities with full coverage of city, county, town, and village have almost been established. The cultural industry contributed 5.4% to Chenzhou city’s GDP, 0.4% higher than Hunan provincial level. From 2011, more than 30 key cultural projects were launched in Chenzhou city. 759 performances were operated in rural areas and 35,000 movies were shown there annually. At the meantime, 250 township comprehensive cultural stations, 3106 rural libraries, 2939 village level cultural activity rooms, and 2358 township service stations for sharing cultural information resources were set up in Chenzhou city, which enabled the basic cultural facilities of city, county, town, and village level to be improved continuously.

People live and work in peace and contentment. The housing projects as security housing, low-renting housing, reconstruction of shantytowns and rural dangerous houses, and etc. which were carried out by Chenzhou Municipal Party Committee and Chenzhou Government made more people’s “housing dream” become true.

More efforts were tried on the construction of public renting houses, affordable housing, and reconstruction of shantytowns, and the new models of housing security were carried out to ensure the full coverage of the assistance. During “12th five-year plan”, 159,100 suits of security housing were planned to be built in Chenzhou city. Till now, 163,600 of them were launched, accounting for 102.8% of the preset task. The coverage of assistance was being kept expanded that 319,200 people were enrolled into the security housing project with a coverage rate of 22%.

The hospitalization condition has been improved as well that it is more convenient for people to go to the hospital and the rate of reimbursement for farmers are improved continuously. Along with the reform of medical system, people are benefited with better hospitalization condition.

The new rural cooperative medical system has been upgraded greatly that the raising capitals for each person increased to 470yuan/person-year. Now 3.4511million farmers are enrolled into the system with a rate of 99.92%. The reimbursement rate for the hospitalization with the range of overall new rural cooperative medical system is up to 75.73%.

Education condition has been improved greatly that the compulsory education of Chenzhou city is developed regularly, different educations are improved coordinately, and all the favorable policies are settled down properly.
How about the improvement of Chenzhou city’s education? You can find the answers from following figures. During “12th five-year plan”, 625.22million yuan were placed in central urban area which helped to provide 31,540 schooling vacancies, and 1.83billion yuan were placed by the counties which helped to provide 97,635 schooling vacancies, which significantly relieve the pressure of the enrollment of compulsory education. It placed 624.66million yuan on the construction of 707 qualified schools, and placed 1.40billion yuan on the construction of dormitories of 26 rural middle schools, canteens of 899 rural schools, 432 poor rural schools, 990 school buildings, and 477 rural school buildings, which helped to improve the schooling condition greatly.

In next 5-year plan, Chenzhou city would figure out a better “well-being blueprint”.
