It was learned that in order to improve its economic development and increase local people’s income, Huangcao town tried great efforts on improving collective economy and solving the prominent problems of lacking money and forces.

Followed specified requirements on faith, contribution, skill, and behavior, Huangcao town enhanced the construction of secretaries of grassroots Party organization. It selected some excellent rural talents with sound spirit of responsibility and entrepreneur and good skills of operation and management by general election of two committees of villages, which helped grant the villages with powerful leadership. At the meantime, it integrated the resources and enhanced the supports to improve the collective economy, especially to develop the villages without operational incomes. The Secretary of Huangcao Town Party Committee took charge of handling collective economy projects, and the leading group consisted of cadres stationed in the villages, village cadres, and representatives of villagers were in charge of handling the implementation work. Specified responsibilities were divided to individual person to ensure the supporting mechanism to be implemented well. Furthermore, urban-rural pairing co-construction mechanism and town level leader association system were set up to promote the development of collective economy in inferior villages with the guidance of leaders and support of capitals and technologies.
