It was reported that the 4th session of 5th committee of Chenzhou Municipal CPPCC was opened in Chenzhou Art Performance Center. All members of Chenzhou Municipal CPPCC stepped into the center passionately and would play their roles on political consultation, democratic supervision and political participation to contribute their wisdoms on promoting “five Chenzhou” construction and accelerating Chenzhou city’s development of well-off society.

Yi Pengfei- Secretary of Chenzhou Municipal Party Committee, Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City, Chen Shezhao- Chairman of Chenzhou Municipal CPPCC, Vice Chairmen of Chenzhou Municipal CPPCC as Lei Chunyong, Wang Dong, Wang Cunxiang, Zhou Hailin, Cao Jianlin, Chen Fangmin, Li Xuelian, Xiong Bo, and Pan Zhikun, and Liao Meilin- Secretary General of Chenzhou Municipal CPPCC took the seats in the first line of the platform.

Some other attendees as cadres of Chenzhou Municipal Party Committee, Chenzhou Municipal People’s Congress, Chenzhou Government, and Chenzhou Military Sub-commands, President of Chenzhou Intermediate People’s Court, Chief Procurator of Chenzhou People’s Procuratorate, Secretary of Party Committee of Chenzhou Export Processing Zone and Director of its Management Commission, and retired comrades who were once department level cadres sit in the platform.
354 of the 372 in due members were present at the session, accordance with the numbers specified in “Constitution of CPPCC”.

At 8:30a.m., Lei Chunyong announced the opening of the session. All members stood up to listen to Chinese National Anthem.

Chen Shezhao delivered working report to the session on behalf of Standing Committee of 4th Committee of Chenzhou Municipal CPPCC. She summarized Chenzhou Municipal CPPCC’s work after 4th session from following 4 aspects: promoting work innovation actively; presenting proposals by focusing on promotion of development; improving the development of harmonious society with the theme of unity and democracy; and upgrading itself with the target of improving its capacity.

Chen stated that in 2015, followed the strong leadership of Chenzhou Municipal Party Committee, the Standing Committee of Chenzhou Municipal CPPCC led all members to adapt to the New Normal, take more actions on improving the social development, follow the specified ideas as “promoting normalization of democratic consultation, best quality of proposals, rigidity of democratic supervision, effectiveness of proposals, multiple modes of unity, and modernization of resumption capacity” to play three functions, all of which contributed positive contributions to ensure the fulfillment of Chenzhou city’s targets set for “12th five-year plan” and promote its reform development.
Chen emphasized that 2016 is the first year for “13th five-year plan” and final round of well-off society construction as well as the year for changing term. Standing Committee of Chenzhou Municipal CPPCC will follow the general strategy of “keeping leading role of industry and improving overall development” and general target of “five Chenzhou” to play its role actively, try to achieve new progress, and contribute more on the improvement of “13th five-year plan” and well-off society. 

Chen also stated that the consultation work should be promoted orderly to play its role on democratic consultation, especially for the issues concerned for the economic and social development and well-being condition; democratic supervision should be promoted stably to explore new mechanisms for upgrading the degree and effectiveness of organization of democratic supervision and intensify the information work on reflecting people’s demands; more suggestions should be proposed to serve for the development by focusing on four “four-year actions” and other key issues; the settlement of billings should be promoted by perfecting the follow-up mechanism and docking mechanism; literature and history studies should be improved by releasing more topics; harmonious society should be kept by handling more measures to improve the closer relations among different social relations; and self-construction should be deepened, especially on upgrading of resumption capacity and changing of term.

Wang Cunxiang delivered a proposal working report on the session as well.
