The 5th session of 4th Chenzhou Municipal People’s Congress was closed in the afternoon of Jan. 15, 2015

It was reported that the 5th session of 4th Chenzhou Municipal People’s Congress was closed successfully in the afternoon of Jan. 15, 2015.

396 of the 425 in due members were present at the session, accordance with the numbers specified in relative laws.

Yi Pengfei, Zhong Benqiang, Li Heping, Li Xiping, Fan Zhongda, Li Shangde, Zhong Xiuping, Dou Xiangyan, Xie Yuan’an, Li Xiangyang, and Xu Benhua who are the routine chairmen of the presidium of the session took the charge of executive chairmen in the closing ceremony. Li Shangde hosted the conference.

Some other leaders of Chenzhou Municipal Party Committee, Chenzhou Government, Chenzhou Municipal CPPCC, and Chenzhou military branch, and retired comrades who ever held the four main departments’ posts and Chenzhou municipal level posts took the seats on the platform.

Luo Shuiping- President of Chenzhou Intermediate People’s Court, Jiang Tao-Chief Procurator of Chenzhou People’s Procuratorate, and some other members sit on the platform.

On the session, “Solution for 13th five-year plan of Chenzhou city’s economic and social development”, “Solution for working report of Chenzhou Government” of the 5th Session of 4th Chenzhou Municipal People’s Congress, “Solution for 2015 Chenzhou city’s performance and 2016 plan of economic and social development”, “Solution for 2015 Chenzhou city’s performance and 2016 plan of budget”, “Solution for working report of Chenzhou Municipal People’s Congress Standing Committee”, “Solution for working report of Chenzhou Intermediate People’s Court”, “Solution for working report of Chenzhou People’s Procuratorate”, and “Rules of procedure for Chenzhou Municipal People’s Congress Standing Committee” were approved by voting.

Yi Pengfei- Secretary of Chenzhou Municipal Party Committee delivered important speech on the closing ceremony.

Yi Pengfei affirmed the efforts tried by all representatives and staffs on the session and praised it as an effective conference.

Yi said, the 8th Session of 4th Chenzhou Municipal Party Committee, economic working conference of the committee, and the “two-session” presented the general strategy of “keeping leading role of industry, and improving overall development”, confirmed the targets of “five Chenzhou” , and portrayed the magnificent blueprint of “13th five-year plan”. All departments should follow the spirit and specified targets preset on the conference to handle all work confidently and effectively, and realize the blueprint of “five Chenzhou”.

Yi also said all departments should grasp the spirit and unify the understanding to start new trip with new ideas; should place more policies on implementing the general strategy of “keeping leading role of industry, and improving overall development”, improving industry, strengthening entity, upgrading quality, and increasing effects, accelerating four “four-year plan”, and forging new increasing poles by promoting some key work as industrial development, efficient supply, projects construction, investment attraction, industrial parks’ transformation, overall development of urban and rural areas, ecological construction, financial resource cultivation, poverty alleviation, improvement of well-being condition, and tec.

Yi stated that more efforts should be tried on achieving more results. In order to fulfill the tasks of “13th five-year plan” and targets of “five Chenzhou”, more social power should be gathered. All departments should enhance and improve the leadership of different level of People’s Congress, support them to exercise their authorities legally, and provide sound working conditions for them. He also expressed his hope for all departments to play their best roles on gathering powers and improving construction of “five Chenzhou”.

Yi emphasized that the blueprint of “13th five-year” plan has been figured and the expectation of “five Chenzhou” is bright. All departments should seize the chance to fight for fulfill the task of “five Chenzhou”.
