“The downtown becomes much cleaner now. Watering cart and sanitizer are operated more frequently,” said Deng Lingfang who is one of the residents of Beiguan community of Guiyang county returned from Guangzhou city to spend the spring festival. She also noticed that the sanitary condition of Guiyang county was much better than before and the gaps between big cities were narrower. It was learned that the improvement of its sanitary work was due to the promotion of purchase service there. Over 73million yuan purchase services were finished in the county which was 34.40million yuan more than 2014, up 88%.

Guiyang county is one of the counties with large population in Hunan province. Along with the rapid development of urbanization, the urban areas and population increased fast and the demands on high quality service grew gradually. 11 fields as urban sanitation, distribution of students’ nutritious food, urban public bike renting, medical dispute, personal accident insurance of the aged, and etc. were confirmed by the county to handle the purchase service pilots, which helped to lay sound foundation for next step.

Weak sanitary condition was used to be a point restricted the further upgrading of the county level, and the masses usually dissatisfied with the condition. In 2015, the county carried out “corporatization” management for urban sanitary work and placed over 20million yuan on handling the purchase service pilot of sanitary. It marketed government function by changing the belly-worship of government. After the reform, work assessment measure was carried out for the workers which helped to well implement the punishment and praise and upgrade their working positivity accordingly.

Furthermore, some new devices as 300pcs of 660L large OP buckets, 15 new sanitary energy saving electric tricycle, and 5 efficient jetting machines were placed to operation in batches, which helped to improve the working efficiency.
