Followed by the correct leadership of Chenzhou Municipal Party Committee and Chenzhou Government in 2015, Chenzhou city kept the stable increase, took active actions to adapt to the New Normal, stuck to the idea of “keeping the leading role of industry, improving overall development”, and tried great efforts on easing the economic downward pressure, all of which helped to keep the stable economic and social development.
It was accounted that the total GDP hit 201.21billion yuan in Chenzhou city in 2015. According to the comparable price, it was 8.5% higher than 2014. The added value of first, secondary, and tertiary industry was amounted to 19.71billion yuan, 109.97billion yuan, and 71.53billion yuan, up 3.9%, 7.1%, and 12.3% respectively.
The three industries were improved stably
The agricultural production and rural economy were kept with stable improvement. The sowing areas for grains and vegetables were amounted to 353,200 hectares and 104,300 hectares, up 1.4% and 4.6% respectively. The total volume of grains and tobacco leaves was 1.90million tons and 1 million loads. The slaughtering rate of cows and sheep was up 4.1% and 4.6%; oil plants and vegetables yield was up 4.2% and 4.5%; and the output of aquatic products was up 3.3%.
The added value of above scale industry and manufacturing was up 7.2% and 10.1% respectively. The added value of high processing industry and high-tech industry was up 8.9% and 6% respectively. The added value of above scale industry in the industrial parks was up 11%.
The investment placed on fixed assets of the tertiary industry was with an increase of 32% which was 12.5% higher than the increase of all investments, which helped to upgrade the capacity of further improvement. In the end of last December, the balance of deposits and loans in RMB and foreign currency was 193.9billion yuan and 94.57billion yuan respectively, up 15.3% and 21.1%, and the balance of new loans was amounted to 16.53billion yuan. 38.282million visitors were received by Chenzhou city, contributing 37.22billion yuan tourism income, up 15.4% and 17.2%. The first, secondary and tertiary industry contributed 0.3%, 4.1%, and 4.1% increase of Chenzhou city’s GDP of 2015.
The demands were kept being strong
In 2015, the projects construction of Chenzhou city was kept being increased. The investment placed on fixed assets was amounted to 216.9billion yuan with an increase of 19.5% which was 1.3% higher than the average rate of Hunan province. The investment for first, secondary, and tertiary industry was 14.46billion yuan, 86.2billion yuan, and 116.24billion yuan, up 21.4%, 5.8%, and 32% respectively. The investment on real estate was 19.44billion yuan, up 19.9%. 413 projects were placed with over 100million yuan investments, up 7.3%.62.47billion yuan investments have been finished, up 14.2%.
Consumer market was being improved steadily with more prosperous trend. The total retail sales of consumer goods were amounted to 80.96billion yuan, up 12.2% which was 0.1% higher than Hunan province level, ranking the 4th place of the province. The real estate market was kept being improved stably that 5.186million square meters were sold, up 20.6%.
41 new foreign funded projects and 778 new domestic funded projects were approved by Chenzhou city. The actual use of foreign investment was amounted to USD1.35billion, up 15%, while the paid-in domestic investment was 40.82billion yuan, up 13.2%. The foreign trade was slow down that its total volume was amounted to USD2.82billion, down 38.2%.
Structural adjustment was improved powerfully
The industrial structure of Chenzhou city was kept being optimized in 2015. The structure of first, secondary, and tertiary was changed to be 9.7:54.7:35.6 from earlier 9.7:56.8:33.5. The rate of tertiary industry was 2.1% higher, while secondary industry was 2.1% lower.
The industrial transformation was faster. As for the scaled industry, the rates of the added value of high processing industry and high-tech industry were 26.4% and 9.6%, up 2.1% and 0.4% respectively.
The added value of Hunan provincial and above level industrial parks was accounted to 76% of the total volume of Chenzhou city’s scaled industry, up 4.5%.
116.24billion yuan investments were placed on the service industry of Chenzhou city, accounting for 53.6% of the total investment, up 5.1%.
Reform enhanced the vitality of Chenzhou city
Till the end of 2015, there were 176,300 market entities available in Chenzhou city, up 9.6%. The registered capitals and operation funds were amounted to 183.352billion yuan, up 30.7%. 31,000 market entities were newly registered in 2015, including 7329 enterprises and 23,000 private business owners. The reform of administrative approval system was further deepened that 140 Chenzhou municipal level items were merged, canceled, or down-passed, accounting for 56.2%. It helped to reduce 62.6% time on approving that the administrative condition and efficiency were greatly improved.
Well-being condition was being improved
Chenzhou city kept placing more investments on well-being projects in 2015. “Well-being 100” projects were fulfilled or over-fulfilled. The financial expense on well-being covered 76.9% of the general public budget; investments on well-being projects were amounted to 16.71billion yuan, up 23.3%; and ecological environment investment was amounted to 16.36billion yuan, up 62.7%.
239.1kms rural roads were finished. 51,000 suits of affordable housing (including the reconstruction of shanty towns and rural dangerous houses) were built. The drinking water problem faced by 419,000 people was solved as well.
The employment was kept increasing. 67,000 more people were employed in urban area; 49,800 more rural labor were transferred to be employed; and the rate of registered laid-offs in urban areas was 3.59%.
Residents’ income was increased. According to the sampling survey handled out by the State Statistics Bureau Chenzhou Team that the per capita disposable income of Chenzhou city was 18,108yuan, up 9.2%. Urban residents’ per capita disposable income was 25,534yuan with an increase of 8.1%, while that for rural residents was 11,778yuan with an increase of 9.2%.
