It was learned from Yongxing Auditing Bureau that in 2015, 160 government projects with 991.90million yuan were audited by it. 820.66million yuan of the total was approved, while 171.24million yuan were rejected, accounting for 17.26%. It efficiently prevented the projects construction and management from some potential risks and ensured the safe and high efficient utilization of capitals.
The bureau strictly executed “Auditing solution for government investment projects” and some comments, fully implemented the auditing for major projects and follow-up mechanism, and highlighted the whole journey follow-up for major projects and capitals. Concerned for some other projects auditing, it carried out the measure of government purchase of service that authorized the preliminary auditing to some agencies on the basis of specified procedures. The bureau will handle the review of auditing to ensure the quality. At the meantime, the bidding work for assistant auditing institutions of new round government investment auditing was finished as well. The bureau insisted to handle the auditing supervision for government capitals, paid closer attention on compilation, enforcement, adjustment, final accounting, publicity, and other key points of budget, fully deepened the auditing of budget performance, enhanced the auditing on administrative operation cost and fiscal management performance, and completed the auditing on fiscal budget performance, other fiscal revenue and expenditure, and local taxation budget performance.
Furthermore, the bureau paid more attention on the auditing supervision of key well-being projects and capitals to enhance the auditing on the special capitals concerned for the benefits of people, which efficiently promoted the implementation of the favorable policies placed on well-being issues. In 2015, the auditing for one special capital project, the loans issued by World’s Bank in 2014 for Hunan province’s recover and development of forest, was finished by the bureau. It dispatched the auditing teams for two times to handle the follow-up auditing of Anren county’s 2014 and 2015 government-subsidized housing projects.
