It was reported that the 5th Session of 12th Hunan Provincial People’s Congress was closed successfully on Jan. 30, 2016. Chenzhou delegation held a conference and presented some requirements for implementing the spirit of Hunan provincial “two sessions” and handling recent work. Yi Pengfei- Secretary of Chenzhou Municipal Party Committee stated that Chenzhou city should implement the spirit on the basis of its practical condition and keep “four highlights” to play its best role of new increasing pole of Hunan province. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the conference. Zhong Benqiang- Director of Chenzhou Municipal People’s Congress hosted the conference.

Yi stated that the spirit of Hunan provincial “two sessions” should be well studied, delivered, understood, and implemented. All the municipal and county level leading groups of Chenzhou city should organize the study of the spirit and grasp the spiritual essence to guide the development of the city; and all the representatives should play their best role of the communicators of the spirit, not only conveying grassroots comments and advices to the two sessions, but vice versa.

Yi also stated that Chenzhou city should implement the spirit on the basis of its practical condition and keep “four highlights” to forge it to be new increasing pole of Hunan province. “Four highlights” refer to: highlighting the concept of “five development”; highlighting the sound and stable development of society and economy; highlighting the upgrading of economic development quality and effect; and highlighting the improvement of well-being condition, which indicates the coordinate and effective development of society and economy of Chenzhou city as the real increasing pole of Hunan province. It also should “keep leading role of industry, and improve overall development”, promote industry, enhance entity economy, upgrade quality, and increase effects, and focus on the construction of “five Chenzhou” to promote the development of Chenzhou city, especially on the construction of some key infrastructure projects as airport, light rail, railway, Guixin expressway, and etc. It also should keep poverty alleviation as the primary task of construction of well-off society, the first project of improvement of well-being, and key point of coordinated development to ensure the real effects of poverty alleviation.

Yi required that all representatives of Hunan Provincial People’s Congress should follow the requirement of the “two sessions” to perform their duties; should carry out the investigations on well-being and development to get better understanding of people’s demands and present more useful advices with better political participation level; should list more countermeasures and suggestions on the city’s economic development, improvement of well-being, and some other key problems, and pay closer attention on the protection of people’s rights; and should well preserve the image to play the best advantages of the representatives.

Concerned for the work around the Spring Festival, Yi stated that more attention should be paid on supervising immigrant workers’ salary issue, exploring the regular salary issue mechanism, and protecting the workers’ rights; great efforts should be tried on safety production, especially on some key industries and key posts to grant all citizens with a safe festival; the principal of “people-oriented” should be kept to handle the caring work for some exceptional poverty stricken people; more active actions should be played on the preparation of spring irrigation and restoring production of enterprises to grant a sound beginning for “13th five-year plan”.
