At the meantime, the financial and tax departments of Chenzhou city figured out the working plan in advance on the basis of their practical conditions, enhanced the monitoring of major tax sources, and improved the potentiality of financial increase, all of which ensured the tax payments to be fully paid on time and some main taxes as business tax, corporate income tax, and etc. to be with large rise. On the other hand, thanks to the adjustment of tax policies, the consumption tax increased greatly. Taking cigarette consumption tax for example, 30million yuan more payments were gained by it. With the revenue increasing more, more supports were placed on the expenditures that general public budget expenditure was amounted to 3.03billion yuan, up 22.4%, 2.36billion yuan of which was for well-being projects, up 25.1%, covering 77.8% of the total.
