Recently, General Administration Quality Supervision and Certification & Accreditation Administration approved the State Non-ferrous Precious Metals Quality Control Center (Hunan) which was prepared by Chenzhou city to be established formally. It is the second national level inspection institute settled down in Chenzhou city after the establishment of the State Graphite Quality Control Center. This center will be helpful to provide strong technological support for the inspection and detection, development of inspection technology, and revision of inspection standards, and etc. on Hunan even China’s non-ferrous metals industry.
The State Non-ferrous Precious Metals Quality Control Center (Hunan) was approved by General Administration Quality Supervision to be prepared in August, 2013. Chenzhou Municipal Party Committee and Chenzhou Government paid closer attention on the preparation work. A leadership group led by Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Chenzhou Government was set up as well as a scientific team with doctors and professors of engineering. Furthermore, a 4000squaremeters big lab was built and facilitated with over 15million yuan inspection equipment. With 2-year efforts, the center was upgraded with top level equipment, technology and management. Currently, 753 parameters of 114 categories’ products, 34 ISO, ASTM, and other international advanced inspection qualifications were obtained by the center, covering 97% of heavy non-ferrous metals and their minerals, precious metals and their minerals, and other non-ferrous metals and their minerals.
In order to promote the transformation and upgrading of Chenzhou city’s non-ferrous metals industry, extend the industrial chain, upgrade its added value, and obtain speaking right of standards, the center carried out series great work. Firstly, 8 scientific research tasks hosted by the center were approved by General Administration Quality Supervision and Hunan Quality Supervision Bureau, 4 scientific research tasks were approved by the State Science and Technology Ministry and the State Finance Ministry, and the center hosted or joined in the revision of 2 international standards as ISO7524, 8 national standards, 12 industrial standards, and some regional standards. Secondly, the center provided different technological services as technological guidance, R&D of products, futures trading, trade settlement, bank pledge, pawnshop pledge, and etc. to Chenzhou enterprises and expanded its businesses to Guangxi, Jiangxi, Fujian, and other provinces. Thirdly, the center established the cooperation with 20 banks as ICBC, CBC, Xiangjianghuarong, and etc., and Cosco Logistics. Fourthly, the center fought for settling Secretariat of Hunan Non-ferrous Metals Standardized Technology Commission down in Chenzhou city successfully.
In next state, the center will follow the general strategy of “keeping the leading role of industry, improving overall development” to upgrade its capacity, work together with enterprises, and contribute more to the further development of Chenzhou city’s non-ferrous metals industry.
