It was learned from Hunan Provincial Committee working conference of poverty alleviation and well-off society construction that Guiyang county won two provincial awards: reaching well-off society standard county and strong well-off economy county. It is one of the great achievements gained by Guiyang county on the promotion of industrial transformation and upgrading and well-off society construction.

In recent years, Guiyang county grasped well-off society as key engine of industrial construction and paid great attention on projects construction, industrial parks’ development, investment attraction, and etc., which effectively accelerate the industrial transformation and upgrading. In 2015, 101 major projects were launched in the county, finishing 10.2billion yuan investment; 79 scale industry enterprises were settled down in the industrial parks, gaining 55.65billion yuan scientific and technological trade revenue, up 22.9%; and more than 40 investment attraction projects were introduced into the county, signing 6billion yuan agreements. All of those provided great support for the county’s overall improvement of well-off society construction.

At the meantime, it took overall development of urban and rural areas as the key aspect for promotion of well-off society. Besides improving the construction of urban infrastructures, it placed more investment on the improvement of small towns. 600million yuan were placed on the upgrading and reconstruction of small towns to build 12 high-level demonstration towns, which effectively promoted the urbanization of farmers locally. About one billion yuan capital was collected by the county to build 37 demonstration villages and 42 high-standard concentrated demonstration points, which forged “Guiyang model” of overall development of urban and rural areas, improved rural living condition, narrowed the gap between urban and rural areas, and form the integrated development of urban and rural areas. As the first rural Taobao demonstration county of Hunan province, Guiyang county followed the mode of “government guidance, enterprise operation” to improve the development of rural e-merchants. Currently, one county level service center and 66 village level service stations have been set in the county and the total volume of rural Taobao has been over 10million yuan.

Furthermore, it took the improvement of well-being as the key starting and acting point of overall well-off society construction that it placed great efforts on implementing “100 well-being projects”. More than 2billion yuan investments were placed on well-being construction, which helped to solve some problems on schooling, employment, medical treatment, housing, traveling, drinking water, and etc.
