It was learned from Beihu District Overload Control Office that 539,390 vehicles were checked by the office in 2015, 258 one of which were handled and penalized by it to unload 1679.08tons cargos. 11 cases concerned for the overloading of source enterprises were settled as well. All of these contributed the overload rate to be controlled under 0.05%, and excellent rate of state & Hunan provincial highways and rural road to be 96.7% and 82% respectively. The highways condition was much better and its supporting capacity was upgraded as well.
Beihu district kept applying modern technological measures to handle “accurate overload control”. In order to upgrade its accuracy and promptness of the overload control, the district placed more technological funds on facilitating the overload control team with better equipment. In last March, the district established the first highway overload control accurate (non-stop) testing system. The staffs successfully intercepted 44 overloading vehicles by using synchronized snapshot and pre-warning functions of the system and dealt with 36 overloading freight wagons according to law.
At the meantime, in order to expand the supervising areas of overloading, the district placed great efforts on the special action for overload control of construction projects. It set up a headquarters for this special action, which was led by the Chief of the district. 32 law enforcement officers selected from relative departments, villages and towns (sub-districts) were divided into 2 groups to handle the comprehensive treatment action for two months, each week over two times of action, which upgraded the supervision of sources greatly. 10 overloading freight wagons were checked and detained, 5 construction units were penalized heavily, supervision letters for stopping issuing procedures for outward transport of slag cars were released for two times which helped to suspend two overload enterprises’ dregs transportation, and the punishment of stopping production for consolidation was offered to one sever overloading project’s construction site.
The defense of rural roads was the key point of “accurate overload control” of Beihu district. Concerned for the high overloading rate of rural roads, it adjusted the working idea and integrated the forces of overloading control to launch a “rural road defense action” on October 14, 2015, which lasted for half and two months. More than 38 joint enforcement actions were carried out by the district, on which checked freight source enterprises for 121 times, inspected 2484 freight wagons, and settled 13 overloading cases reported by local masses. The 32 overloading vehicles were penalized according to the law, one freight wagon was cut wallboard on site, and one unlicensed mandatory scrapping vehicle was transferred to traffic police department.
