Income Increases for Eight Consecutive Years

According to the statistical bulletin of 2015 Suxian district’s economic and social development, per capita net income of urban residents was amounted to 27,362yuan in 2015, while per capita net income of rural residents was estimated to be 16,137yuan, up 10% and 11% respectively. The increasing rate of rural residents’ income was higher than urban area for 8 consecutive years from 2008.

 

Along with the promotion of integrated construction of urban and rural areas, the development of rural areas was improved rapidly as well as the increase of rural residents’ income. Now, the income gap between urban and rural residents has been narrowed to be 1.69:1, ranking top place of China. Pan Shiping, the 40-year old villager of Xiangyang village of Yao minority, Suxian district benefited greatly from the change of income. In last years, due to the low yield of tea, many tea farms were abandoned and villagers can only leave the village to find jobs in other places, without exception of Pan Shiping. “The income was not stable when worked in other places and we were not capable to take care of our families either,” Pan said reluctantly. After some surveys, he learned that some Chinese herbal medicine materials as bletilla were expected to be with sound market in future, so he decided to return to hometown. Now, a professional corporative of Chinese herbal medicine materials has been established by Pan and some villagers together, which was estimated to be with over 30,000yuan annual income per capita.

 

In recent years, Suxian Party Committee and Government paid great efforts on poverty alleviation. Xiangyang village took the best advantages of its rich mountain wild tea resources and introduced Chenzhou Yaoshan Agriculture Development Co., Ltd into the village. 700mu tea parks were reconstructed and contracts for 3000mu lands transfer were signed with the villagers which increased 70,000yuan land transfer income every year. It was introduced by Pan Guanglin- Village Officer that thanks to the reconstruction of tea farms and promotion of brands, 900 people got new jobs in 2015 and the tea farmers earned over one million yuan net income, which well realized the targets of both increasing of economy and society.
At the meantime, Suxian district devoted itself to promoting overall development of urban and rural areas and focused on “point, line, surface” to fully promote the construction of beautiful rural area. Concerned for the point, every town and village launched two demonstrations of well-off village with over 20 buildings, 31 in total in the whole district. Till now, 8 of them have been almost or fully done, while rest 23 ones were being proceeded to the construction issues. The demonstration of Qiaokou village, Qiaokou town was enrolled into Chenzhou municipal level demonstration. Concerned for the line, it paid more attention on the construction of Chenzhou Avenue demonstration belt, Feitian Mountain Danxia tourism belt, and Xihe water ecology landscape belt. Concerned for the surface, it strengthened the work on regulated rural housing, rural infrastructure construction, treatment of rural environment, and etc. Gaoping village of Wangxian town was established to be Hunan provincial “beautiful village” successfully, Aoshang village of Aoshang town was enrolled into the list of “most beautiful lakes and villages of Hunan province”, and the work handled out by 13 Hunan provincial treatment villages and 69 Chenzhou municipal treatment villages of habitat condition were qualified, all of which enabled rural environment to be highly improved.

 

Suxian district promoted the equalization of public service as well to share the benefits with rural residents. Medical and health system reform was deepened; traditional Chinese medicine was improved there; all district, town, and village level medical institutions were facilitated with grass root traditional Chinese medicine service; it was approved as “national advanced unite on grass root traditional Chinese medicine service”; Wulipai Health Center and Liangtian Central Health Center were honored as first batch of Hunan provincial demonstration health centers. Furthermore, it enhanced the work on public culture service and fully promoted the construction of rural “five-one” public cultural service, facilitating the villages with over 170 free reading rooms; it also improved the fitness infrastructures of small parks and gardens that Xihe Sports Park was honored as national excellent sports park, Feitian Mountain National Geological Park was entitled as national outdoor sports base, and the district was qualified as the first county (district) of Hunan province with full coverage of sports and fitness in rural areas.
