It was reported that the symposium for organization establishment work was held in Chenzhou city on March 9, 2016. Jiang Feng- Member of Chenzhou Municipal Party Committee Standing Committee, Minister of Chenzhou Organization Department, Minister of Chenzhou United Front Work Department, and Director of Chenzhou Organization Establishment Office attended the conference and delivered a speech there.

Currently, the cities and counties government institution reform has been finished. Followed the requirement of larger department scheme, the administrative and institutional organizations of cities and counties were simplified. The administrative departments of Chenzhou Government have been simplified to be 32 ones from 38, while counties were decreased to be 22 or 24 ones from 30, which fully corrected the phenomenon as independent performance of listing departments and some merged institutions. Some institutions reserved temporarily were fully canceled and some rear services institutions would be cancelled gradually on the basis of the revocation of relative departments and socialize rear-service would be promoted accordingly. The public institutions which were merged into administrative departments and would undertake administrative functions are 148 ones (including 19 Chenzhou municipal ones and rest 129 ones are for counties and districts level). Concerned for the institutions which were not qualified to be merged into administrative departments were specified with clear administrative functions which would be classified into administrative departments and implemented step by step. 

Jiang Feng required that the organization establishment work of 2016 should be carried out on the basis of the concepts of innovation, coordination, green, open, and share to catch up with the demands of the era. More attention should be paid on some key tasks as planning of institution establishment, reform of administrative management, streamline administration, reform of government review and approval, reform of classification of institutions, and etc. on the basis of deepening reform. The disciplines should be followed strictly to grant the sound working environment for the work.
