2016-03-16

It was learned from Jiahe county that 2016 is the last year for its “three-year action” of integration of urban and rural water supply which was followed with the mode of “substitute subsidies with rewards”. According to the action, 23,000 families of the villages should be facilitated with water supply.

Recently, Jiahe county released “2016 solution for integration of urban and rural water supply”, on which 47.36million yuan finance was placed to “substitute subsidies with rewards” of the water supply project. It was introduced that the policy of “substitute subsidies with rewards” for the integration of urban and rural water supply was released in 2014. During the period of three-year action, all the villages which fulfilled the preset targets on time would be subsidized with 50% of the fees of the work for every family (the maximum amount is 2000yuan/family).

Followed specified principals of “leading by the government, taking part voluntarily by people” and “giving priority for the easy and near projects”, Jiahe Water Supply Company and relative towns and villages figured out the plan for water supply construction on the basis of the families’ willingness. The plan was being promoted gradually in the areas year by year. The preparation work as solution, leadership, propaganda, and etc. should be finished in all the towns and villages in early April. Capital collection, submission of construction, project design, contract, bidding, and some other work should be finished in this May. All projects should be started in this June and fulfilled the annual tasks before December 31, 2016.

It was learned that 80 administrative villages of 6 towns as Zhuquan twon, Tanping town, Tangcun town, and etc. would be finished in the end of 2016, facilitating 106,500 people of 23,682 families with water supply. At the meantime, some household enjoying the five guarantees and low-income families would be favored with free charges, and poverty stricken families would be favored with less charge to enjoy the water supply.
