In order to promote Chenzhou city to be established as national water-saving city successfully, Huang Xiaojia and Fan Shenghui who are the rapporteurs of “Evaluation criterion of urban water-saving” and national level water-saving experts were invited to handle the guidance work in Chenzhou city.

In recent years, Chenzhou Municipal Party Committee and Chenzhou Government paid great attention on the establishment of national water-saving city and released over 20 normative documents and water-saving management mechanisms, which provided powerful supports on urban water-saving. Currently, the reduction rate of water consumption for 10,000yuan GDP is 12.51%; annual increasing rate of urban unconventional utilization of water resources is 25.21%; coverage rate of rain sewage diversion pipes for built-up areas is 74%; leakage rate of urban water supply pipelines is 11.93%; qualified rate of water environment is 100%; water consumption of 10,000yuan industrial added value is 16.24cubic meters; repeating utilization rate of industrial water is 81.3%; and qualified rate of industrial wastewater discharge is 100%. All those indexes well met the evaluation standards of national water-saving city.

The two experts highly affirmed Chenzhou city’s achievements on establishing national water-saving city and proposed some suggestions and comments accordingly. As stated by them, the foundation work for the water-saving of Chenzhou city was relatively poor, so all departments should coordinate with each with stronger management. Secondly, the application files should be further regulated and perfected with more exquisite data. Finally, more financial support should be provided for the water-saving work to upgrade the capacity on re-use of recycled water and utilization of unconventional water resources, and then establish scientific management system of development and utilization of water resources.
