It was learned from Rucheng Rural Cooperative Medical Management Office that in order to intensify the information construction of NRCMS, upgrade the service of NRCMS, and ensure the safety of NRCMS funds, Rucheng county carried out regulated management for the real-time reimbursement of county and town level assigned medical centers from June 1, 2016.

According to the regulations, rural health system should be docked with NRCMS and the business data should be shared with each other. All the assigned medical centers should follow the procedures to input the information of patients and medical fees into the rural health system, and then convey them to NRCMS and settle the accounts accordingly. No direct input information of NRCMS is available for the reimbursement (except for some pre-registered special cases). The assigned village health centers (clinics) should be covered into the rural health system gradually. All invoices should be printed via the system. The assigned medical centers without required invoices can’t get access to the settlement of accounts and relative NRCMS funds will be suspended till rectifications are done there.

This measure is helpful for the reimbursement of farmers who joined in the system and relieving their economic burden as well. It is also helpful for enhancing the supervision of medical institutions and control the unreasonable increase of medical fees, as well as fighting against the illegal behaviors on cheating the funds with fake receipts and files.
