Yi Pengfei required on the scheduling of preliminary work of some major projects

Preliminary work is the foundation, support, and key for the promotion of projects. Yi Pengfei- Secretary of Chenzhou Municipal Party Committee handled scheduling of preliminary work of some major projects recently. As stated by Yi, the preliminary work should be promoted as the priority and key for the improvement of projects, expansion of investment attraction, and promotion of development, and great attention should be paid on “6-must” to promote the preliminary work forcefully.

Bulletins concerned about the preliminary work of Beihu Airport, Ganchenyongxing Railway, Guixin and some expressways, reconstruction of shanty areas, comprehensive construction of pipe gallery, and some other major projects which were related to the improvement of “13th five-year plan” of Chenzhou city were released on the conference, and the difficulties and problems hindered on their ways were placed for scheduling there. The annual investment tasks set for reconstruction of shanty areas must be fulfilled; the planning of comprehensive construction of pipe gallery must be finished at the soonest time; big-class problem must be solved effectively before this September; the extension of Renmin Road East and Beihu Airport Avenue must be launched sooner….. The preliminary work concerned for all the major projects were specified on the conference with details time schedule and responsibility system.

After listening to the reports delivered by the attendees, Yi Pengfei said the key point concerned for the expansion of investment attraction and promotion of projects is preliminary work. If the preliminary work failed, following work as budget, planning, capitals collection, and etc. would fail accordingly.

Yi Pengfei emphasized that in order to well handle the preliminary work, following “6-must” should be well implemented: firstly, the awareness must be upgraded. It must be aware that the preliminary work is the foundation of improvement of projects, expansion of investment attraction, and promotion of development, as well as the basic guarantee and support and key point for stable promotion of projects. All leaders should follow the requirements of “4-year plan” to handle the scheduling work. Secondly, the key points must be highlighted. More attention should be highlighted on the projects well meet the requirements of national plans and policies, the key projects and well-being projects of Chenzhou city’s “13th five-year plan”. Thirdly, the tasks must be further refined. The tasks for all the major projects should be decomposed with specified time schedule. Fourthly, the responsibilities must be further clarified. Responsibility mechanism, time schedule, and progress schedule should be followed exactly. Fifth, the measures must be intensified. Leadership should be further enhanced to handle the scheduling work monthly. “One-hundred-day battle” project should be carried out for the preliminary work of the major projects. Sixth, more forces must be placed on the work. All departments should coordinate with each other to handle relative work and solve the problems hindered on the way. Stricter accountability system should be implemented as well.
