It was reported that the city working conference was held by Chenzhou Municipal Party Committee recently. As proposed on the conference, more efforts should be tried on forging the upgraded version of Chenzhou city, which is a modern and open city with more powerful strength and better brands. Yi Pengfei- Secretary of Chenzhou Municipal Party Committee attended the conference and delivered an important speech there. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.

The spirit of central and Hunan provincial city working conference was conveyed on the conference. The trend for the city development of Chenzhou city was analyzed there, as well as the working ideas and tasks for current and next stage.

Yi Pengfei emphasized that the spirit should be well comprehended and the strategic orientation of city should be upgraded on the basis of current situation. All departments should grasp the substance and unify the ideas to comprehend the new orientation, new ideas, and new ways confirmed by central and Hunan provincial governments under new situation. From the beginning of reform and opening up, especially the beginning of “12th five-year plan”, Chenzhou Municipal Party Committee and Chenzhou Government paid great attention on promoting new urbanization and well handled the planning, construction, and management of city, which greatly helped to gain great achievements on city construction and popularize the fame of Chenzhou city. But some objective weaknesses as old concepts of city development, slow new urbanization, poor city functions, weak city features, and etc. still hindered on the way of further development, so all departments should place the city work on more important strategic place and try best to improve the city better.

Yi Pengfei emphasized that new concepts and more specified ideas should be figured out to confirm the development targets and direction of city work. Currently and in next stage, the general idea of Chenzhou city’s city work is trying best to forge upgraded version of Chenzhou city- a modern and open city with more powerful strength and better brands on the basis of the deployment of central and Hunan provincial city working conference. In order to fulfill the targets, scientific concepts must be consolidated and the concept of people-oriented must be kept; the objective laws of city development must be valued and the features of Chenzhou city as mountains, overall development, open, and ecology must be well grasped; the industrial support of city development must be materialized so that the prosperous of industries can support and undertake the prosperous of the city; the basic methods as classification and overall development must be kept to promote the coordinate development of central urban area, “great cross” town cluster, county downtowns, central towns, characteristic towns, and new rural area.

Yi emphasized that the key measures of city work should be materialized by catching key points and overall promotion. Planning guidance should be enhanced, especially new concepts of planning should be fully implemented to improve the planning system and optimize the city layout. More attention should be paid on industrial support to improve the integrated development of production and city. The advantages of resources and location should be well played to cultivate characteristic and competitive industries. Sound environment should be provided for the investors, constructors, and entrepreneurs. More innovative ideas should be applied on the construction management to grant the city management with high level. Ecology should be highlighted to keep following the green development. Reform and innovation should be improved to solve the problems concerned about talents, lands, and capitals.

Qu Hai emphasized that following “three key problems” should be solved urgently: firstly, weak city features: Chenzhou city’s natural ecology should be well reserved by handling the construction of ecological city and city in the forest and comprehensive treatment of ecology; the quality of “green” should be upgraded to shape the city with better image; and more historical and characteristic cultures of the city should be discovered and protected. Secondly, weak city functions: more efforts should be placed on the optimization and upgrading of city, improvement of infrastructures, and reconstruction of urban villages. Thirdly, unsatisfied problems reported by people: all the problems such as traffic jam, flood, “two supplies, and two treatments”, schooling, medical service, and etc. should be solved accordingly.

Qu Hai emphasized, “three relationships” should be handled comprehensively with systematic ideas. The relationship concerned about planning, construction, and management should be well handled to further optimize the planning and city construction and enhance city management. The relationship concerned about space, scale and industry should be well handled to optimize the city functions. The relationship concerned about urban areas, towns, and rural areas should be well handled to promote the overall development of urban and rural areas and improve the construction of county downtowns, characteristic towns, and beautiful rural area.

Qu also emphasized that “three breakthroughs” should be tried to be realized. New breakthrough should be gained on project construction and all projects preset in the beginning of this year should be fulfilled on time. New breakthrough should be gained on reform and innovation, especially on the innovation of financing mechanism of city construction and city management mechanism, promotion of the reform of household registration, and etc. New breakthrough should be gained on establishment work.
