2016 is the last year for the implementation of “Chenzhou Municipal People’s Congress Standing Committee’s solution on promoting the pollution control of Cuijiang River”. In order to ensure the general target that Cuijiang River’s water quality can be above the Class III of surface water before the end of 2016, the trans-Chenzhou interview group of Chenzhou city visited some construction sites of comprehensive pollution control projects and checked the progresses of them as well.

It was introduced that the first phase of heavy metal pollution control of Xihe River of Suxian district is one of the key projects for Cuijiang River’s heavy metal pollution control. This project is covered with 39.983million yuan, which mainly used for clearing and screening of tailings, filling and coverage of abandoned mine tunnels, clear up of rivers, and etc. But due to complexed preliminary procedures and construction conditions, modification of construction solution, and other problems, the project was improved slowly that only 30% of it was finished till then. “We will take active actions to solve the problems, but we sincerely hope that relative departments can assist to solve them,” said Zhou Feng- official of the project. Currently, they are trying best coordinate with relative departments and fighting for finishing the project sooner.

The total investment planned to place on the clearing of tailings of Xihe River- the upstream of Cuijiang River was amounted to 57.17million yuan which was mainly for clearing of the muds Dabikou- Hongwei Bridge section of Xihe River, construction of cob wall and dam, and etc. According to the plan, it would be greatly helpful to improve the water quality of Cuijiang River, but it has not launched yet. The heavy metal pollution control of Hongqiling mine has not launched either.

As introduced by Zhou Feng, the bidding work for both the two projects have been finished, and would be placed to construction in early this July and end of this July separately.

Concerned for the sewage treatment plant of Liangtian town, Suxian district and Shigaitang town, Beihu district, both of them haven’t placed to operation for some problems on inspection, online monitoring of water quality, operation mechanism, and etc.

As stated by the officials of the projects, they would improve the work on inspection and procedures and try to transfer the work for professional operation enterprises of the third party, and then place the sewage treatment plants to operation sooner.

It was introduced by the Organization Commission of Trans- Chenzhou that they would require the environment protection departments to enhance the supervision work and urge the projects owners to finish the projects on the basis of preset time schedule. The environment governance work of Cuijiang River should be well handled to protect the water quality.
