It was reported that TV and telephone conference for mobilization of clean village project was held in Chenzhou city on July 8, 2016. As required on the conference, 4-year clean village project would be fully carried out in Chenzhou city, mainly on three points as rural garbage proposal, “toilet revolution”, and regulated rural housing. It was aimed to improve rural living condition to be cleaner, more beautiful, more civilized, and more harmonious. Gong Fengxiang- Deputy Secretary of Chenzhou Municipal Party Committee hosted the conference and delivered a speech there.

On this June 8, “Instruction on carrying 4-year plan of clean village (2016-2019)” was issued by Chenzhou Municipal Party Committee and Chenzhou Government. As required on the instruction, all relative departments should follow the targets of keeping improving the condition step by step and try all best to realize full coverage of rural cleaning, sanitary facilities, public toilet, and housing management and concentrated disposal rate of household garbage to be reached over 95% within 4 years.

The key contents for the 4-year plan are rural garbage proposal, “toilet revolution”, and regulated rural housing. Concerned for the garbage proposal, 80% of household garbage tasks set for earlier years should be fulfilled before the end of 2016. Concerned for “toilet revolution”, all new toilets dated from 2016 should be harmless sanitary ones and all natural villages with more than 500 people should be facilitated with harmless sanitary toilets in 2019. Concerned for the regulated rural housing, “5553” project should be fulfilled in 2016 and 1000 well-off new villages and 10000 demonstration families of rural housing should be ready in 2019.

Gong Fengxiang emphasized that clean village is not only demand of the masses, but the requirement of development as well. All departments should upgrade the understanding and pay closer attention to. The measures should be well implemented and “four combinations” should be kept, such as combination of progress and effect, combination of government channel and masses, combination of basic regulation and long-term management, and combination of typical-driving and comprehensive promotion. The support should be intensified to ensure the effects, leadership should be strengthened that leaders should pay attention on planning, deployment and coordination, and more investments should be placed on the work to ensure the capitals as special funds, integration of agricultural funds, attraction of social capitals to be paid in place. Stricter accountability system should be figured out to handle the work. Supervision work should be intensified to grant good effects to the work.
