In order to promote the establishment of civilization city, the sub-district enhanced the propaganda work by different methods as posting slogan, setting special column, posting blackboard newspaper, and etc. In the meantime, some special training, speech, forum, and etc. were held by the sub-district to ensure all the sub-district to be aware of the propaganda. Strict responsibility system was handled out there as well.
