Mao Jiangang who is the Director of Hunan Provincial Inspection Office reported the feedback to Chenzhou Government after their inspection on Chenzhou city's PPP and BT projects.

Mao Jiangang highly affirmed Chenzhou city's improvement of PPP model. As Mao stated, according to their onsite investigation and some symposiums held afterward, both Chenzhou municipal and county level governments took active actions on the promotion of PPP and BT projects and gained great achievements. In the meantime, the working ability of them were being improved greatly, as well as working mechanism and organization construction. All Chenzhou municipal and county level BT projects were being promoted fluently. Generally speaking, all projects are being handled legally based on regulated rules. No fake case founded.

Mao presented some comments and suggestions for Chenzhou city's PPP and BT projects. He said the understanding should be improved further, especially on relative policies, rules, and etc. BT projects should be more regulated and more efforts should be tried on PPP projects, especially for Chenzhou municipal level ones. Mao also said more attention should be placed on the transformation of BT projects based on its practical condition and transformation of platform companies. PPP projects should be promoted regulated and settled down sooner. Chenzhou Government should improve its capacity of the promotion of PPP projects and deploy more professional talents to handle them.
