Qu Hai required for the pilot of reform for urban public hospitals of Chenzhou city

It was reported that the pilot of reform for urban public hospitals of Chenzhou city was launched recently. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City required that all departments should try best to fulfil the tasks and meet the masses' demands.

The comprehensive deployment of the pilot work was figured out on the conference.

Qu Hai stated that all party committees and governments should fully comprehend that the promotion of urban public hospitals is a practical action for implementing central government's decision and deployment, as well as one of the key measures for deepening reform of pharmaceutical and healthcare systems; should be quite aware of the significance of this reform and be responsible to handle it well.

Qu emphasized that more attention should be placed on systematic, comprehensive, and coordinative reform by implementing central government, Hunan provincial government's general requirements; the relationship of supply and demand should be well comprehended to promote the effective docking between the supply of Pharmacia technology, product, and service and medical demand of the masses; the relationship of lead and guidance should be well comprehended by intensifying the leading place of government; the resources deployment should be optimized with more powerful monitoring; the role of market mechanism should be well played; more social powers should be mobilized to join in the reform; the relation of the whole and key points should be well understood; more attention should be placed on some key points; the quality of medical service should be optimized by keeping the principal of people-oriented; and the legal rights of the medical staffs should be well protected to mobilize their positives on reform.

Qu also emphasized that powerful combined forces should be gathered to ensure the pilot work to be handled effectively and grant the public hospitals with better condition after reform; the leadership work should be handled out forcefully to figure out relative solutions on the promotion work; all departments should work together and support each other; better propaganda work should be carried out to facilitate the reform with sound social atmosphere; and better experience should be collected to promote the reform more effectively.
